Excerpt from Official Report of the Proceedings and Debates of the Convention Assembled at Salt Lake City on the Fourth Day of March, 1895, to Adopt a Constitution for the State of Utah Mr. Van horne. Mr. Chairman and gentlemen' of the Convention, as the mover of the motion, it becomes my duty to speak to the question of whether it shall prevail or not. You have heard an argument against the motion. With you will rest the ques tion of whether it is right, whether it is just, Whether it is equitable, and whether it is legal, that that motion shall prevail. To begin with, I will say that so far as I. The mover of the motion, ' was actuated, I made that motion with a full adherence and a full recognition of the solemn oath I took on becoming a member of this Convention. I made the motion and I adhere to the motion with a full consciousness that I am sworn to uphold the Constitution of the United States; that I am, by im plication, sworn to do only such things as I think to be legal, to be right, to be equitable. No purpose other than the purpose that the people who have ex premed their preference for delegates to this Convention shall have that expres sion recorded in the form of the dele gates they sent here. No other motive than that the whole people of Utah shall be recognized in this Convention is in my mind in making that motion. The gentleman says that only upon the permanent organization does this become a Convention; that we are dilly dallying with the question from day to flay in order to seat certain men. Mr. Van horne. I understood the gentleman that way. I may have been mistaken. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Focusing on the political culture forged by Rocky Mountain workers from the 1870s through the 1920s, this book shows how the unique working-class politics of the region led to remarkable successes in securing progressive labor legislation. These successes--especially in improving workers' hours, wages, and safety--in turn played a central role in transforming the nation's attitudes toward workers' rights. Examining political culture in the everyday lives of workers (from shop floors to union halls to recreation), the author uncovers a labor movement based as much on pragmatism as on ideology, and he traces how its members productively focused their efforts on political action at the local and state levels. In the process, they developed a genuinely social-democratic political culture.

This guide focuses on materials that are readily available to historians, political scientists, legal scholars, and researchers. Resources that assist in locating not-so-easily accessible materials are also covered. Special sections focus on the legal resources of colonial New York City and Washington, DC—which is still technically in its prestatehood stage.
