The 2017 Operational Law Handbook (OPLAW) is a focused collection of diverse legal and practical information. Used by Department of Defense Judge Advocates as a "how to" guide, the handbook provides references and describes tactics and techniques for the practice of operational law. The handbook is intended to help the reader recognize, analyze, and resolve the problems encountered in an operational context and make a determination to use force abroad. The Operational Law Handbook covers the law of armed conflict, rules of engagement, intelligence law and interrogation operations, cyberspace operations, non-combatant evacuation operations, detainee operations, fiscal law, military justice, and the military decision-making process and operational plans. The discussion on the lawful use of lethal force (jus ad bellum) is particularly enlightening. Understanding these principles will enable commanders to plan their missions, structure public statements, and conform the conduct of military operations to national policy. It also will assist commanders in understanding and drafting mission-specific rules of engagement consistent with national security and policy objectives. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book is published by 4th Watch Publishing Co. and includes copyright material. We publish compact, tightly-bound, full-size books (8 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a Service Disabled Veteran-Owned Small Business (SDVOSB). The Operational Law Handbook is a “how to” guide for Judge Advocates practicing operational law. It provides references and describes tactics and techniques for the practice of operational law. The Operational Law Handbook is not a substitute for official references. Like operational law itself, the Handbook is a focused collection of diverse legal and practical information. The handbook is not intended to provide “the school solution” to a particular problem, but to help Judge Advocates recognize, analyze, and resolve problems they will encounter in the operational context. Similarly, the Handbook is not intended to represent official U.S. policy regarding the binding application of varied sources of law, though it may reference source documents which themselves do so. The Handbook was designed and written for Judge Advocates practicing operational law. Simply put, the Handbook is made for the Soldiers, Marines, Sailors, Airmen, and Coast Guardsmen of the military Judge Advocate General's Corps, who serve alongside their clients in the operational context. Accordingly, the Operational Law Handbook is compatible with current joint and combined doctrine.

In many ways, providing security is the ultimate purpose of any state. Rule of Law (RoL) promotion takes place in a variety of operational environments, from active combat to stable peace and everything in between and is central to counterinsurgency (COIN) operations. RoL allows people to plan their affairs with reasonable confidence that they can know in advance the legal consequences of various actions and provide guarantee against some types of official arbitrariness. The RoL is more than a safe and secure environment. It requires the security of individuals and institutions and accountability for crimes. The 2015 Rule of Law Handbook covers the interagency approach to Reconstruction and Stabilization, Strategic Planning Framework, Operational Planning, Tactical Rule of Law Planning, Deployment Planning and Metrics. The handbook also discusses: Fiscal Law, DoD Appropriations, Department of State Appropriations for Rule of Law Activities, In-Theater Rule of Law Resources and Enablers, Host Nation Enablers Human Terrain Teams, US Tactical Enablers, Written Resources, Rule of Law and Judge Advocates, Rule of Law Training and Rule of Law and the Military Planning Process. The Operational Law Handbook is a "how to" guide for Judge Advocates practicing operational law. It provides references and describes tactics and techniques for the practice of operational law. The handbook is not intended to provide "the school solution" to a particular problem, but to help Judge Advocates recognize, analyze, and resolve the problems they will encounter in the operational context. Released March 2015 This Handbook is designed to assist Commanders with legal situations by helping them to recognize and avoid issues or take immediate actions necessary to preserve the situation when legal issues arise. It serves as a helpful reference guide for commanders in the field, providing general guidance and helping commanders to clarify issues and identify potential problem areas. This Handbook will assist you in taking proper immediate action when faced with a variety of legal issues that might arise during your command. The purpose of your actions should be to preserve the legal situation until you can consult with your servicing Judge Advocate. However, like most aspects of your command responsibilities, you can fail if you just wait for things to come to you. You need to be proactive in preventing problems before they occur. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to.
