Excerpt from History of Serbia The most westerly of the jugo-slav lands, as well as the most civilised, is Croatia, a long narrow duchy stretching from the upper reaches of the Drave down to Fiume and the Adriatic in the south. A great range of limestone mountains begins near Fiume and runs all along the Adriatic coast to Montenegro. Unlike all other Jugo Slav lands, Croatia is not cut off by mountains or rivers from access to her neighbours. The fact has been most important in her history, for Latin and Teutonic influences have penetrated deep into her fibres. Fiume is a fine harbour which has nurtured a hardy race of Croatian sailors or pirates since the early Middle Ages. The Croats were subdued by the Magyars from the north, and are still subjects of the Hungarian Crown. But they have always claimed autonomy, and have had a precarious kind of Home Rule since 1868. Their most serious difficulty, however, has not been the oppression of the Magyars, but the religious divisions of their own race. Two-thirds of the Croats Of Croatia are Catholics and one-third Orthodox Greeks, and it is only within recent times that Magyar oppression has welded the two fragments of the race into one. The result has been a great impulse towards realising the unity of the Jugo Slav race, for Zagreb (agram) Is not only the capital of Croatia but the cultural centre of Southern Slavdom. This home of literature and art has nurtured the educating influences which have produced the thought and expression of unity. "Contemporary analysis of Serbia's foreign policy in the middle of the nineteenth century has remained in a deep shadow of the "Načertanije", a document conceived in 1844 in Belgrade, as a result of collaboration between Serbia's interior minister Ilija Garašanin and F.A. Zach, the representative of the Polish political emigration from Paris, led by Prince A. Czartoryski, in the capital of the autonomous Principality of Serbia. Prince Czartoryski, author of Councils for Serbia's foreign policy in 1843, considered Serbia, the sole semi-independent state among Slavs in South-Eastern Europe, a nucleus of a wider, Serbia-led South Slav state that might endorse an anti-Russian and anti-Austrian policy as a support for his wider plans regarding the restoration of independent Poland. The over-ambitious pan-Slav probject of F. Zach (Serbia's Slavic Policy) was eventually modified by Garašanin to a more realistic and attainable plan, in accordance with Serbia's modest demographic and military potential, limited international experience and still humble administrative capacities. Planning the unification of the predominantly Serb-inhabited lands under Ottoman rule was appropriately adapted to the geopolitical realities of 1844. The foreign policy of Serbia under Garašanin, during the rule of the pro-Austrian Prince Alexander Karadjordjević and Garašanin's premiership under Russophile Prince Michael Obrenović, was balancing between various political options that were dominating Europe and the Balkans between the 1848 Revolution and the Crimean War and the first Balkan Alliance. Garašanin was continuously prudent and bold in pursuing realistic political ambitions regarding large-scale anti-Ottoman activities, by building a network of confidents and agents throughout Turkey-in-Europe that was to forment a joint insurrection against the Ottoman rule. During its last phase, Garašanin's foreign policy gradually evolved into the direction of closer Yugoslav and Balkan cooperation"--Back cover.

Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights.
