The report is also based on site visits to 91 charter schools. It places charter schools in perspective by looking at their operations, accountability, and impact on public education. It demonstrates state approaches to the charter concept, including legislative mandates, and focuses on characteristics of charter schools, students of charter schools, why charter schools are started and what attracts parents to them, and challenges in the implementation of charter schools.
