Rice is becoming increasingly important for Ugandan farm households, both as a cash crop and staple food. Rice production in Uganda increased from about 110,000 tons in 2000 to about 237,000 tons in 2014 and the share of rice in total consumption also grew over time. Previous research as part of the PASIC project, a policy action project funded by the Embassy of the King-dom of the Netherlands in Uganda and led by the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) with support of IFPRI, the International Institute of Tropical Agriculture (IITA), and the Economic Policy Research Centre (EPRC), suggests that a lack of knowledge may be an important constraint to sustainable intensification among rice growers in eastern Uganda. In-deed, rice growing is a complex activity that requires substantial technical and managerial know-how. Successful rice growing involves a range of activities, such as leveling of fields, construction of bunds and canals, sowing in nurseries, transplanting, water and nutrient management, threshing, drying, winnowing, and milling. To get high yields, all of these activities need to be performed according to recommended practices and at particular points in time. In addition, rice growing involves complex inter-temporal decision making, where money and labor invested today needs to be compared to uncertain earnings in the fu-ture. Hence, farmers need to be informed about, for instance, the cost of fertilizer and the expected return to its use on rice, or about the expected benefits of investing time in field preparation.

Programs that seek to increase women’s participation in marketing activities related to the principal household economic activity must involve men if they are to be successful. In this paper we analyze take-up of a project that sought to increase women’s involvement in sugarcane marketing and sales by encouraging the registration of a sugarcane block contract in the wife’s name. We find that men who are more educated and live in households with higher wealth and expenditures are more likely to agree to the registration. Households with more cane blocks and in which the wife is already more involved in cane activities are also more likely to participate. Overall, take-up is high at 70%, and remains high even in those groups that are less likely to take-up. Additionally, we find that blocks transferred to women are not of lower quality or value than those kept by men, though they are smaller and closer to the home. These results suggest that simple encouragement can be an effective tool to nudge men to include their wives in household commercial activities.

To feed a world population that will exceed 9 billion by 2050 requires an estimated 60% increase over current primary agricultural productivity. Closing the common and often large gap between actual and attainable crop yield is critical to achieve this goal. This document describes five strategic intervention areas for sustainable management of FAW in Eastern Africa: (i) development of a FAW monitoring and forecasting system for early detection and action; (ii) appraisal of the options to manage FAW; (iii) exploration of mechanisms to ensure effective coordination, communication and awareness raising relating to FAW management; (iv) development of capacity for FAW impact assessment; and (v) development of strategies for resource mobilization towards sustainable FAW management.
