Modern software engineering practices, pioneered by the commercial software community, have begun transforming Department of Defense (DoD) software development, integration processes, and deployment cycles. DoD must further adopt and adapt these practices across the full defense software life cycle - and this adoption has implications for software maintenance and software sustainment across the U.S. defense community. Research and development of new weapon systems can be very expensive. In addition, the maintenance of these systems can be expensive, adding to the overall life cycle cost of the systems. Proper design of the new systems can lessen the maintenance costs. However, more and more, weapon systems are not just a product of hardware engineering. Computer systems and software help to run the systems more efficiently and make it easier for humans to control the sophisticated hardware. The Air Force Systems Command is currently the main procurer of new weapons systems for the Air Force. In particular, the Aeronautical Systems Division (ASD) buys aircraft and aircraft systems for the Air Force. Currently, ASD has a pool of engineers for program offices to draw upon whenever hardware technical expertise is needed, but the pool of software experts is very small. Do the majority of the program offices need such a pool of software experts, and if they do, what type of educational and work experience should these people have? To answer this question, the views of people who are in the program offices were collected. Program managers and software personnel were asked to give their views on education, training, and work experience.

The increasing cost of software maintenance is becoming a critical issue. This master's thesis profiles Air Force software maintenance activities and provides recommendations for improving management and programming efforts. The software maintenance activities of thirteen Air Force weapon systems were investigated through structured interviews of key management and programmer personnel. Analysis of interview responses resulted in the identification of four factors which effect the level of maintenance effort: system age, personnel experience, documentation and code quality, and level of user enhancements. Interview responses also identified three major management policy issues which cause the Air Force to make excess resource commitments to software maintenance functions: Personnel experience, Software development and life cycle planning, and Software development and maintenance standards. Management policy recommendations were developed to reduce the impact of these conditions on Air Force weapon system software maintenance activities.

Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. "The Air Force, along with other sister services, has to decide how to best use its limited resources. The Air Force must ensure weapons systems are operationally available to the maximum extent possible regardless of the logistics product support strategy implemented because availability increases timely response to peace time operations, mobilizations and national defense contingencies. However, weapons availability sometimes suffers after transitioning from contract logistics support to organic support. This usually occurs because weapon systems normally transition from contract logistics to organic support later in their life cycle, where supportability issues normally appear. This research project utilized the problem/solution framework to identify key actions program managers must take before transitioning workload from contract logistics support to organic support to prevent any delays in sustainment to maintain weapon system availability to the Warfighter. This research highlights a few key actions Program Mangers, Product Support Managers and or Logistics personnel could take to improve depot activations and organic maintenance capabilities. For example, improving the use of DSOR II and CCaRS processes to better manage timely activation; improving the funding disconnects between CCaRS and other systems; and finding more efficient ways for program managers and support staff use of time.
