This study is the thirteenth in a series of historical reports on the war in Southeast Asia prepared by the Office of Air Force History since 1965. The previous Works include: USAF Plans and Operations: The Air Campaign Against North Vietnam, 1966; The Air Force in Vietnam: The Search for Military Alternatives; and The Air Force in Southeast Asia: Toward a Bombing Halt, 1968. In this report the author has focused on policy changes introduced by the Nixon administration during 1969 in regards to the Vietnamese war, particularly as they affected the role of air power. Repeatedly expressing determination to end the war as early as possible on the basis of self-determination of the South Vietnamese people, President Nixon decided -- after negotiations with the Communists in Paris proved fruitless -- to unilaterally withdraw U.S. forces while simultaneously strengthening Saigon's forces to take up the slack. The first reduction in U.S. military strength in Vietnam took place during the summer of 1969 when 25,000 troops were withdrawn. However, a particular phenomenon of the year was that air power was not materially reduced. The main theme of this history is that, in his effort to "wind down" the war via Vietnamization while maintaining pressure on North Vietnam to negotiate, the President made new and greater use of the U.S. air arm.

Never had the Air Force operated with so many restraints and to so little effect. These pages are painful but necessary reading for all who care about the nation’s military power. Jacob Van Staaveren wrote this book in the 1970s near the end of his distinguished government service, which began during the occupation of Japan; the University of Washington Press published his book on that experience in 1995. He was an Air Force historian in Korea during the Korean War, and he began to write about the Vietnam War while it was still being fought. His volume on the air war in Laos was declassified and published in 1993. Now this volume on the air war in North Vietnam has also been declassified and is being published for the first time. Although he retired to McMinnville, Oregon, a number of years ago, we asked him to review the manuscript and make any changes that seemed warranted. For the most part, this is the book he wrote soon after the war. Readers of this volume will also want to read the sequel, Wayne Thompson’s To Hanoi and Back: The U.S. Air Force and North Vietnam, 1966-1973, which tells the more encouraging story of how the Air Force employed airpower to far greater effect using a combination of better doctrine, tactics, technology, and training.

Operation Rolling Thunder was one of the longest sustained aerial bombing campaigns in history. And it would be a failure. The U.S. Navy proved essential to the conduct of Rolling Thunder. Exploiting the inherent flexibility and mobility of naval forces, the Seventh Fleet operated with impunity for three years off the coast of North Vietnam. The success with which the Navy executed the later Operation Linebacker campaign against North Vietnam in 1972 revealed how much the service had learned from and exploited the Rolling Thunder experience of 1965–1968. The book includes several photographs with backgrounds of key aircraft used as part of Operation Rolliing Thunder during the Vietnam War. This volume covers the period from the Tet offensive and the opening of the road to Khe Sanh in 1968 through the final collapse of South Vietnam in 1975. It deals with the role of the Air Force in advising the South Vietnamese Air force and waging war in South Vietnam, Cambodia, and Lao. Until the Test offensive of 1968, the United States hoped to compel North Vietnam, through military operations and negotiation, to call off its war against South Vietnam thus ensuring the survival of an independent South Vietnam. However, the 1973 peace agreement accepted the presence of North Vietnamese forces on territory seized from South Vietnam, and the survival of the Saigon regime depended upon the forbearance of the communist leadership of the willingness of the United States to vigorously response to a new attack. This history includes the so-called Vietnamization of the war, the withdrawal of American force, American and South Vietnamese operations in Cambodia, the South Vietnamese attack in Laos toward Tchepone, the containment of the invading North Vietnamese forces in 1972, the provision of additional aid from the United States, the military impact of the peace settlement, and the successful communist offensive of 1975.
