Typed in this February 8, 2002 by Jonathan Walther. The source was cap V, volume XIII, pages 142 146 of the ``Statutes At Large'' series, printed in the year 1764. Also indexed as ``Anno primo GEORGEII I. Stat. 2. C. 5.'' Many sources on the Internet claim the Riot Act was passed in 1715; according to Statutes At Large it was passed in 1714. The confusion may be caused by the fact that the Act took effect in August of 1715. This is, of course, the famous Riot Act that gave rise to the expression "Read them the Riot Act!". CAP. Riotous Assemblies examines eighteenth- and early nineteenth-century England through the lens of popular disorder. Adrian Randall shows how conflicts and tensions in 'high' politics contributed to a potent national sense of freedom and right, giving ordinary people the confidence to respond vigorously to any threat to their customary liberties. He demonstrates how the rulers of eighteenth-century England were forced to manage disorder through a mixture of judicious theatre and periodic repression, and how economic and social transformation led to fundamental changes in the nature of popular protest.

During the years 1764 through 1766, John Dickinson became a leading figure in the Pennsylvania Assembly and in the growing American resistance to unjust British taxation. The documents in this volume show that, in both roles, he sought to protect the fundamental rights of ordinary Americans. In the 1764 Assembly, after working to punish those responsible for the slaughter of peaceful Indians, Dickinson challenged Benjamin Franklin and Joseph Galloway in their plan to abolish Pennsylvania’s unique Quaker constitution that secured liberty of conscience and place the colony under the control of the Crown. Then, in 1765, he served as primary draftsman at the Stamp Act Congress in New York, producing the first official American documents of the Revolutionary Era. In his private capacity, Dickinson continued to write through 1765 and 1766, publishing, among other documents, the first practical advice to Americans on how to resist Great Britain. The present volume also contains draft legislation, fascinating case notes from his legal practice, and personal correspondence.
