The reduction of agricultural losses, especially among smallholder farmers, should be an essential component of food security strategies in developing countries. Loss reduction strategies should be informed by evidence on optimal loss levels, or the point below which loss reduction efforts become economically unviable, characterized by reduction costs greater than benefits. Information on minimum losses can help provide a benchmark for farm management, formulation of policies, and investment decisions. This study connects information on minimum losses with farming practices or production technologies, to help in assessing the effectiveness of loss reduction practices and of the underlying policies and incentives that promote them. While most empirical research and data collection activities on losses tend to focus on average losses, this paper provides evidence on minimum losses levels for several commodities and regions of the world.

In Mozambique, food security remains a key issue and the country suffers perennial food shortages, especially in the provinces of Manica,Tete, Sofala, Zambezia, Maputo and Gaza. Weaknesses in post-harvest systems, which contribute to both a lower supply and higher food prices (due to post-harvest losses) are key reasons behind these food shortages. Currently, none of the post-harvest losses programmes conducted in Mozambique provides loss estimates along the entire value chain for a given commodity. In this report, we quantify losses across the value chain in maize, which is a key staple food in Mozambique, in the provinces of Manica and Zambezia. The study, carried out by the International Food Policy Research Institute (IFPRI) in collaboration with the Agrifood Economics Division (ESA) at FAO, sheds light on understanding the magnitude, nature and consequences of food losses across the maize value chain in selected regions in Mozambique. In particular, the methodology used in this report allows to accurately measure food losses and identify in which segment of the value chain these food losses occur and the causes of the losses.

The “Food-loss reduction through improved postharvest handling and value addition of key fruits and vegetables” project was implemented by FAO Ethiopia over the period 2016–2019. By tackling post-harvest losses, the project addressed one of the major challenges faced by producers. Farmers have adopted project post-harvest management practices, techniques and technologies that have helped to reduce losses and increase food security by boosting income and making more produce available for household consumption. The results will be sustainable because of the economic gains the farmers are seeing and the adaptability of practices and technologies. Studies conducted as part of the project provided evidence of the size and significance of post-harvest losses, which were previously undocumented. Evidence produced contributed to increase institutional attention on post-harvest management.
