As they were then fully explained, and as additional details will be found in the annual report of the Treasurer, it is only necessary for me to give a general statement of their present condition. The debt of the State is now fifteen millions, one hundred and nine thousand dollars; but when the stock, authorised by existing laws, shall have been all issued, it will amount to fifteen millions, three hun dred and forty-six thousand.
