Excerpt from Annual Report of the Adjutant General of Maryland: Transmitted to the Governor and Commander-in-Chief, in Pursuance of Law, for the Year 1869 Sir: - I have the honor to submit the following Report of the condition of the Maryland National Guard, and the workings of the department now under my superintendence. The organization is in a prosperous and flourishing condition, and has, in my opinion, approached as nearly to perfection as a purely Militia Organization can be brought in time of peace. Its effective numerical strength is shown by an accompanying table, compiled from the Muster-Rolls, on file in this office, and marked "Exhibit A." To this paper your attention is respectfully called. On assuming the duties of this office, my attention was called to the fact, that there had been no provision made for an Engineer Corps, without which no Military Organization can be made complete. I immediately called into consultation the following gentlemen - all of them graduated engineers, to wit: H. V. F. Von Stamp, Alexander V. Mitzel, Charles E. Cassell, and John Laing, Esqs., placed my views before them, and obtaining their pledge of hearty personal co-operation, issued the following circular, herewith forwarded and marked "Exhibit B." Those gentlemen have been untiring in their efforts, and now have upon their Rolls the names of 103 men applying for membership.
