This regulation, Army Regulation AR 525-29 Military Operations: Force Generation - Sustainable Readiness October 2019, updates Army policy for planning, coordinating, and executing the Force Generation of ready and responsive Army forces using a Sustainable Readiness doctrine. It introduces the Sustainable Readiness Process, used to plan for and synchronize unit resourcing, readiness, and employment in support of Joint and Army requirements, and describes new models for managing force and unit readiness. This regulation establishes the basis for control of unit resourcing and readiness forecasting and decision-making within the Department of the Army and its major sub-ordinate commands, and is intended to evolve as Force Generation processes and procedures mature. This regulation implements guidance available in DODD 5100.01. This regulation applies to the Regular Army, the Army National Guard / Army National Guard of the United States, the U.S. Army Reserve, and Department of the Army Civilians, unless otherwise stated.

This regulation, Army Regulation AR 525-27 Military Operations: Army Emergency Management Program March 2019, establishes the Army Emergency Management (EM) Program. The Army EM function serves as the single integrated EM program across the Army on installations, facilities, and activities (hereafter referred to as installations) and associated off-installation areas (hereafter referred to as standalone facilities) subject to Army jurisdiction. The Army EM program is responsible for synchronizing all activities and operations related to preventing, protecting against, mitigating the potential effects of, responding to, and recovering from all multi-agency and/or multi-jurisdictional emergencies on or impacting Army installations worldwide. The Army EM program functions within an all-hazards environment consisting of all natural, technological, human-caused hazards, including terrorism threats or incidents. The intent of the Army EM program is not to replace existing, well-functioning single-agency and/or single-hazard-set programs, plans, or capabilities, but rather to integrate and synchronize these existing capabilities while coordinating the development of capabilities required for the transition to effective management of multi-agency and/or multi-jurisdictional emergencies regardless of cause. This regulation further outlines specific exceptions and caveats for facilities not possessing organic emergency response capabilities. The Army EM program synchronizes all emergency operations with an integrated operational concept coordinated with other protection programs.

The Command Deployment Discipline Program (CDDP) is a commander's tool designed to enhance unit deployment readiness. The 2004 revelations of detainee maltreatment at the Abu Ghraib prison outside of Baghdad, Iraq have led to an exhaustive overhaul of Army doctrine and training with respect to this topic. The Army has identified disconnects in its individual, leader, and collective training programs, and has also identified the absence of a deliberate, focused doctrinal crosswalk between the two principal branches concerned with detainees, Military Intelligence (MI) and Military Police (MP). These problems and their consequences are real and immediate. The perceptions of just treatment held by citizens of our nation and, to a great extent the world at large, have been and are being shaped by the actions of the US Army, both in the commission of detainee maltreatment but also, and more importantly, in the way the Army addresses its institutional shortcomings. This study examines the relationship over time between doctrine in two branches of the Army Military Police (MP) and Military Intelligence (MI) and the Geneva Convention Relative to the Treatment of Prisoners of War (GPW). Specifically, it analyzes the MP detention field manual series and the MI interrogation field manual series to evaluate their GPW content. It also further examines the relationship of military police and military intelligence to each other in the enemy prisoner-of-war (EPW) and detainee operations environment, as expressed in their doctrinal manuals. Finally, the study looks at the Army's experience in detainee operations through the prism of six conflicts or contingency operations: the Korean War, Vietnam, Operation URGENT FURY (Grenada, 1983), Operation JUST CAUSE (Panama, 1989), Operation DESERT STORM (Iraq, 1991), and Operation UPHOLD DEMOCRACY (Haiti, 1994).
