The current USAF process for establishing C-130 PDM intervals does not account for the wide range of aircraft variables within each aircraft MDS. This paper develops an analytical model that C-130 maintainers can use to forecast when a C-130 aircraft requires PDM. The model is based on five unique aircraft variables: 1) aircraft age, 2) total flying hours, 3) average yearly flying hours, 4) mission profile (expressed as a severity factors), and 5) operating location of the aircraft. Interviews with C-130 SPO personnel, combined with the use of the C-130 Service Life Data Base, provided the required data for developing the C-130 PDM interval model. The C-130 PDM interval model developed in this paper allows maintainers and operators to predict the optimum time between C-130 PDM activities. It eliminates the requirement to base PDM intervals on aircraft MDS. As a result, there is a potential for significant savings by deferring PDM for a portion of the C-130 fleet. Finally, the PDM interval model developed in this paper may be applicable for other Department of Defense aircraft for which MDS is used is the determinant of PDM intervals.

We determined the extent and causes of deferred maintenance on the U.S. Air Force C-130 aircraft used in support of operations in Southwest Asia. Specifically, we assessed the Air Force Materiel Command (AFMC) procedures for reporting deferred maintenance on the C-130 aircraft. We focused on maintenance deferred from October 1, 2004, through August 1, 2008. AFMC did not have an adequate internal control process for managing deferred C-130 aircraft Programmed Depot Maintenance (PDM). Specifically, AFMC did not ensure that: PDM was performed by the scheduled date, C-130 aircraft obtained and retained the required PDM extensions, and a reliable process was in place for reviewing PDM extensions. In addition, partially deferred maintenance was not accurately recorded and reported. AFMC process for deferring PDM was inadequate because AFMC either did not have procedures or did not follow established procedures to comply with Federal and DOD regulations and Air Force instructions, including Air Force Technical Orders 00-25-107 and 00-25-4. As a result, the Air Force may have flown 36 C-130 aircraft that were considered unsafe and 11 of these may have flown over the course of 365 days or more.

Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.
