Annual fish production in the Kyrgyz Republic (or Kyrgyzstan) has fallen significantly since independence in 1991. In 1991, fish production (inland and aquaculture) was estimated at more than 1 361 tonnes. By 2006, it had decreased to 71 tonnes. In the same period, more than 90 percent of state fish farms were privatized as part of the economic changes that followed the breakup of the former Union of the Soviet Socialist Republics. In February 2007, the Government of Kyrgyzstan, through the Ministry of Agriculture, Water Resources and Processing Industry (MAWRPI), requested FAO to provide technical assistance for the sustainable development and management of the fishery sector in the country. FAO, through its European Community (EC)/FAO facility for consultancy services, approved Project GCP/GLO/162/EC - Kyrgyzstan - "Development of inland fisheries and aquaculture in the Kyrgyz Republic to reduce rural food insecurity". This FAO Fisheries Circular has two main aims. First, it is intended to inform those interested in fisheries and aquaculture in Kyrgyzstan about the current situation with regard to fishery resources and their utilization in the country. Second, it attempts to provide an example of a consultative and participatory policy framework development process, which might be of use also for other countries in transition in the Central Asian region. The documents presented here are considered as final versions and cleared as such by the Department of Fisheries (DOF) of the MAWRPI. The documents are also available in Russian language from the DOF in Bishkek. The Review of capture Fisheries and aquaculture in the Kyrgyz Republic is presented in Part I of this Fisheries Circular. Part II contains the final version of the Strategy for fisheries and aquaculture sector development and management in the Kyrgyz Republic (2008-2012).

The FAO Fishery and Aquaculture Circular C942 Revision 3 (C942 Rev. 3) updates and expands the scope of previous revisions of the circular. C942 Rev. 3 is an important baseline document, intended to assist in the global understanding of inland fisheries and inform dialogue on their current and future role. The third revision reviews the status and trends of inland fisheries catch at global, continental and subcontinental levels. It places inland capture fisheries in the context of overall global fish production, and calls attention to the importance of inland capture fisheries with respect to food security and nutrition and the Sustainable Development Goals. It quantifies global inland fisheries resources in terms of food production, nutrition, employment, economic contribution with respect to those countries/regions or subnational areas where they are important. A characterization approach to distinguish large-scale and small-scale fishing operations and their relative contributions is provided. The review provides estimated economic values of inland fisheries, as well as a valuation of potential replacement cost of these (in terms of dollars, other resources such as land and water, feeds). There is also an analysis of the extent and economic value of recreational inland fisheries. The contribution to employment and the gender differences related to this are quantified. The linkages between inland fisheries and biodiversity are also explored. The fisheries sector in the Republic of Uzbekistan (or Uzbekistan), composed of inland capture fisheries and aquaculture sectors, has a potentially important role in the development of the rural economy of the country. However, in recent years the sector's contribution to the gross domestic product (GDP) was less than 0.1 percent. In spite of vast water resources available for fisheries-sector development (ponds, reservoirs, lakes, rivers, irrigation canals), fish production declined significantly from 27 200 tonnes in 1991, the year of independence of Uzbekistan from the former Union of the Soviet Socialist Republics, to 7 200 tonnes in 2006. Imports of fish and fish products decreased as well. As a consequence, per capita consumption of fish and fish products decreased to less than 500 g in 2006, which means a reduction of over 90 percent in comparison with the 5-6 kg per capita consumption of fish in the late 1980s. In July 2007 the Government of Uzbekistan, through its Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, requested assistance from the Food and Agriculture Organization of the United Nations (FAO), under its Technical Cooperation Programme (TCP), for the sustainable development and management of the fisheries sector in the country. FAO approved the project "Development of strategic partnerships in support of responsible fisheries and aquaculture development in Uzbekistan", TCP/UZB/3103 (D), in August 2007. This FAO Fisheries and Aquaculture Circular has two main aims. First, it intends to inform those interested in inland capture fisheries and aquaculture in Uzbekistan about the current situation with regard to fishery resources and their utilization in the country.
