At first glance the Caribbean Basin seems to be a fairly peaceful, even benign, region when compared to regions in Africa, the Middle East, or Europe. Closer analysis, however, reveals a complex, and dynamic grouping of nationalities, cultures, and languages and a myriad of issues and challenges (e.g., economic, social, and political) that can have an effect on the security landscape of the United States. Contrary to the characterization of benign unimportance, the Caribbean Basin has the distinction of being the region that has experienced the greatest number of U.S. military interventions - 37 since 1901. Much of U.S. foreign policy decisions relating to the Caribbean is crisis-oriented. However, there are significant transnational threats that the United States must pay attention to if it is to avoid another Haiti or Cuba. Chapter 1 is an introduction. Chapter 2 is a geopolitical overview and discussion of the region's value to the United States. Chapter 3 is a historical perspective on U.S. policy and interventions in the region since the Cold War. Chapter 4 discusses three of the challenges to U.S. security emanating from the region and postulates strategies for their resolution. Chapter 5 is a summary of findings and the conclusion. Sadly, this research indicates that current administration policy, as other administration policies of the past, still lacks the vision, strategic thinking, and long-range planning that will maximize the opportunities for true stability in the region or effectively resolve the challenges that may affect U.S.-Caribbean relations. This volume assesses the impact of the 9/11 terrorist attack on Caribbean states and examines the institutional and operational terrorism response capacity of security agencies in the region. However, understanding security challenge and change in the Caribbean context requires a broad-based multidimensional approach; terrorism for the small, open and vulnerable nation states of the Caribbean region is a real security issue but even more so, is a range of untraditional threats like crime, drug trafficking, territorial disputes, environmental degradation and the rapid spread of the HIV/AIDS epidemic. How these states adapt policies and practices to adjust to the new regional and global circumstances represent the challenge and the change.

But in the islands themselves ganja, crack cocaine and the policies to control them have become, as this book demonstrates, a veritable social disaster. The authors, who are among the leading local researchers and engaged professionals in the region as well as the former regional head of the UN Drugs Control Programme, bring together new research investigations, insightful policy analysis and practical experience of on-the-ground interventions putting demand reduction into practice. The dimensions of the illicit drugs market in the Caribbean are made clear. The origins of the problem lie in part, it is argued, with the impact of neoliberal economic policies that have opened up the region's borders and gravely undermined its traditional sources of employment and exports, like bananas and sugar. The islands, in part under external US pressure, have adopted a region-wide policy of criminalization This has involved the creation of specialized drug courts and serious human and social consequences as a result of criminalizing traditional cultural practices around ganja consumption. Fascinating light is thrown on the difficulties facing drug abuse and rehabilitation centres and the dilemmas they throw up. Harm reduction as a fundamentally alternative approach to the drugs problem is also explored. This is the first book to examine the experiences of Caribbean countries since they adopted a coordinated approach to the drugs problem. There are valuable lessons to be learned at both policy and practical levels for other countries, and in particular those like the UK and US with large Caribbean populations.
