'Environmental Taxation in China and Asia-Pacific contains a rich collection of papers addressing issues of vital importance to policy formulation in a spectrum of environmental areas. While not everyone would agree to all that is said in each of the papers, the book will certainly trigger fruitful debates. It is also a great source of information on environmental policy developments in major economies that will need to play an increasing role in addressing major issues such as climate change mitigation.' Nils Axel Braathen, Principal Administrator OECD, Environment Directorate 'Another outstanding volume on environmental taxation, this time with focus on China and the Asia-Pacific. Legal, economic and policy contributions offer great insight in the present situation and future developments in this fascinating part of the world.' Kurt Deketelaere, K.U. Leuven, Belgium, University of Dundee, UK and University of Qatar Environmental Taxation in China and Asia-Pacific contains an integrated set of detailed chapters providing insights and analysis on how fiscal policy can be used to achieve environmental sustainability. Highly topical chapters include energy tax policy in China, environmental fiscal reform, carbon tax policy in northeast Asia and environmental taxation strategies in China, Asia and Australia, as well as many other relevant topics. Written by distinguished environmental taxation scholars from around the world, the emphasis of this book is on finding solutions to environmental problems which merit serious consideration by policy makers as well as academics in environmental law and other academic disciplines.

The global energy scene is in a state of flux. Large-scale shifts include: the rapid deployment and steep declines in the costs of major renewable energy technologies; the growing importance of electricity in energy use across the globe; profound changes in China's economy and energy policy, moving consumption away from coal; and the continued surge in shale gas and tight oil production in the United States. These changes provide the backdrop for the World Energy Outlook-2017, which includes a full update of energy demand and supply projections to 2040 based on different scenarios. The projections are accompanied by detailed analyses of their impact on energy industries and investment, as well as implications for energy security and the environment. The report this year includes a focus on China, which examines how China's choices could reshape the global outlook for all fuels and technologies. A second focus, on natural gas, explores how the rise of shale gas and LNG are changing the global gas market as well as the opportunities and risks for gas in the transition to a cleaner energy system. Finally, the WEO-2017 introduces a major new scenario - the Sustainable Development Scenario - that outlines an integrated approach to achieving internationally agreed objectives on climate change, air quality and universal access to modern energy.

To what extent are there trade impediments to the transfer and adoption of environmental goods and services? How can these be addressed by global trade negotiations? What is the role of complementary measures in order to ensure "win-win" benefits -- that is promoting both environmental protection and economic growth? And how can developing countries also benefit to ensure a triple -- "win-win-win" -- situation? This book addresses these questions. A key conclusion of the research is the need for policy settings to address both supply and demand-side factors. Indeed supply-side factors, including a diverse and cumulative range of trade barriers are more significant inhibitors of the deployment of technology and service-based solutions to global environmental challenges than has been assumed heretofore. As a new round of services trade negotiations gathers momentum at the World Trade Organisation, and efforts continue to launch a broader WTO Round encompassing tariff negotiations, it is hoped this volume makes a timely contribution to debate on how trade liberalisation can yield concrete results on the journey to sustainable development.
