There is ample evidence that, when properly conducted, especially as a business (commercial) activity, aquaculture can make significant contribution to national food security, poverty alleviation and economies, factors which often determine policy makers' support to any sector. Yet, quantitative evaluation of these merits is poorly documented, particularly in developing countries, which often limits the much needed political and financial support to the sector for its adequate development. This paper suggests to measure aquaculture's contribution to a country's economy through the "aquaculture employment multiplier." While the document refers to "commercial aquaculture" throughout, the methodology developed can be applied to aquaculture in general.

This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The Expert Consultation on the Assessment of Socio-economic Impacts of Aquaculture was held in Ankara, Turkey, from 4 to 8 February 2008. It identified the many positive and negative impacts of aquaculture with their far-reaching socio economic implications. While they agreed that multi-criteria decision-making (MCDM) framework using analytical hierarchy process (AHP) as a measurement technique is a suitable method for assessing socio-economic impacts of aquaculture, experts recognized that other methods such as the costs benefits analysis (CBA) could also be used depending on circumstances. They recommended that case studies be carried out in a certain number of developed and developing countries on assessing the socio-economic impacts of aquaculture using AHP, CBA and another technique in order to test and compare the applicability and results of these methods. They also suggested developing a user guide on the implementation of these methods and build capacity in developing countries in using them, and identified other needs for future work in socio-economics of aquaculture.

The contribution of aquaculture and fisheries to gross domestic product (GDP) is one of the most widely used indicators of its economic performance. Despite strong interest in and great efforts made towards assessing the contribution of aquaculture and fisheries to GDP, there is a general lack of understanding or consensus on how to properly measure the sector’s contribution to GDP and effectively use the measures for evidence-based policy and planning for sustainable aquaculture and fisheries development. While a fisheries GDP measure has been included in the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development (i.e. SDG Indicator 14.7.1: Sustainable fisheries as a percentage of GDP in small island developing states, least developed countries and all countries), it is nevertheless a Tier III indicator for which no internationally established methodology or standards are yet available. This paper contributes to improving the understanding and measurement of aquaculture and fisheries’ contribution to GDP by: (i) using input-output models (including mathematical formulas and numerical examples) to formulate and clarify a set of measures of aquaculture and fisheries’ contribution to GDP; (ii) discussing alternative methods to estimate the measures under data-poor environments; (iii) suggesting an empirical methodology and general guidelines on the estimation and reporting of the measures; and (iv) exploring how to utilize the measures for evidence-based policy and planning. The conceptual framework and empirical methodology suggested in the paper will help move towards internationally established methodology, standards and guidelines on measuring aquaculture and fisheries’ economic contribution.
