The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

DOWNLOAD EBOOKCommunity-based forest management (CBFM) is an approach that involves small-scale community owned and managed forestry that is drawing serious attention for its applicability to achieving sustainable forest practices. In this paper, I research the question: What factors explain the success and failure of CBFM in developing countries? Thirty-four case studies of CBFM in 14 developing countries were reviewed and statistically analyzed. A total of 47 independent factors were found to significantly influence the outcome (success or failure) of these CBFM experiments, of which the most important determinants of success were: the comprehensiveness and objectives of the management plan, land tenure, ownership and property rights, types of support, participation (in particular that of women), perceptions (project confidence, perceived tangible benefits, social capitol, environmental concern, and equality between community members), agricultural and land management systems used (use of agroforestry techniques, rehabilitation of degraded lands), national community based forest management policy, community governance and law, socio-economic attributes, and the degree of decentralization. These factors were then used to develop steps to sustainable forestry success as a guide to the initiation and development of successful community based forest management in developing countries.

Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). In short, the concern with sustainability here entails undertaking an analysis of how communities are sustained through time, how they cohere and change, rather than being constrained within discourses and models of development. From another angle, this project presents an account of community sustainability detached from instrumental concerns with economic development. Contributors address questions such as: What are the stories and histories through which people respond to their nation’s development? What is the everyday social environment of groups living in highly diverse areas (migrant settlements, urban villages, remote communities)? They seek to contribute to a creative and dynamic grass-roots response to the demands of everyday life and local-global pressures. While the overdeveloped world faces an intersecting crisis created by global climate change and financial instability, Papua New Guinea, with all its difficulties, still has the basis for responding to this manifold predicament. Its secret lies in what has been seen as its weakness: underdeveloped economies and communities, where people still maintain sustainable relations to each other and the natural world.
