In Western countries, the monopoly of large companies has been deemed as posing a serious problem. The countries, however, have seldom encountered the friction between big corporations and SMEs. The issue has plagued South Korea throughout its economic advance during the past five decades. South Korea has watched its economic advance centered mostly around big corporations, producing concentrations of economic power in their hands. In the course of industrialization with focus on heavy and chemical industries, big corporations have become specialized in assembly, while their small counterparts slid to the roles of parts suppliers/subcontractors. As a result, subcontracting became rampant, along with incidents of unfair trade. Upon the dawn of this century, the friction between big corporations and SMEs began to grow larger in society. In the past, it was a matter of unfair trade between individual big corporations and SMEs. As polarization within the economy grew severe and polarization of big corporations and SMEs was cited as one of the major causes, South Korean society began to approach the matter not as an issue between individual companies, but as an issue affecting the entire national economy. Furthermore, the entire society agrees on the need for corporate partnership by big corporations and SMEs. This study aims to set forth what the government should carry out in which capacity in order to foster a corporate partnership-friendly industrial ecology, which in turn is capable of encouraging two partners of the drive (i.e. big corporations and SMEs) and helping to maximize the effects.
