One of the most important ingredients of socio-economic development that has attracted the attention of the planners, policy makers and leaders in the recent past is education. It is an established fact that education is an important catalyst of socio-economic transformation. In the advanced industrial societies of the world, education is provided by the states as a matter of right to all citizens. 1 The role of education was recognised as vital in arousing an awakening among the Indian masses even in the pre-independence era. Its contribution in breaking the shackles of slavery cannot be undermined as far as it helped in the growth of an enlightened intelligentsia, which carried forward not only the movement for independence but also a relentless struggle for socio economic reforms. After independence our planners, policy makers, and leaders placed immense faith in education as an important means of socio-economic transformation and modernization. Since the attainment of independence in 1947 Central and State governments of India very rightly embarked on a crusade against ignorance by expanding the facilities for education at all levels.2 The number of schools and of students attending them began to increase by leaps and bounds all over the country. There is no denying the fact that India has made tremendous progress in the field of education especially after independence. But it may be mentioned here that our present education system is not without maladies and inadequacies.

1.1 Introduction: The entrepreneurs of the small industry have a prominent role in a developing economy, as the success of these industrial enterprises depends largely upon the capabilities and the talents of the entrepreneurs and there by promotes the industrialization process. To make the small scale industry more dynamic in accelerating industrial development for facilitating larger employment generation and output expansion, there is an imperative need to promote the entrepreneurial talents as inadequate supply of entrepreneurs, constrains the process of rapid industrialization and that of sustaining the economic development. Industrialization has been considered as one of the strategies for accelerating the process of economic development particularly in the developing countries, and this in turn depends on the availability of a large number of innovative and dynamic entrepreneurs and it is necessary to promote the entrepreneurial base in the economy through expansion and diversification of the entrepreneurial talents since they generate employment opportunities and thereby reduce the regional imbalances and the concentration of economic power.

Dr. Agrawal worked as Joint Secretary, Department of Justice, Ministry of Law and Justice, Govt. of India from 1997 to 2002, where he tried to implement judicial reforms. He was also a member of threemen drafting committee of the I.T. Act. Dr. Pramod Kumar Agrawal is a prolific writer of Hindi and English and has sixty books to his credit. He worked as an Advocate and partner after retirement with Khaitan & Company, a leading law firm. At present, Dr. Agrawal is the Managing Partner, VAS GLOBAL, a New Delhi based law firm.
