While many developing countries rapidly expanded their scientific and technological capabilities during the 1960s and 1970s, the current international economic crisis has severely threatened these programs and the developing world has staggered under its debt burden. These economic difficulties highlight the need to utilize effectively the limited scientific and technological resources available. In this volume, an international group of experts explore ways to organize research and development programs; create flexible and appropriate linkages to promote supplier user interactions at national, regional, and international levels; and design policy instruments to encourage and finance research and development.Three case studies illustrate all these aspects of research and development.The contributors also· outline suggestions for pioneer projects in such areas as a technological services delivery system for small industries; a local technology system for rural areas; a fund-syndicating technology delivery system for later enterprises and investors; linkages to improved productivity in under-utilized capacity; and identifications of needs in the least-developed countries.

This directory has been prepared by the Manufacturing Technology Information Analysis Center (MTIAC) as a service to DoD, the DoD contractors, other industry, local government and the centers themselves. There has been a proliferation of manufacturing research centers organized to serve various constituencies based on technology, geography, or industry. Many of these centers are relatively new and their existence is known only to a small portion of potential users. Each existence is known only to a small portion of potential users. Each center represents an organization available to provide unique products and services. This document represents the first attempt to provide a directory of existing manufacturing technology centers. To be included in the directory, the centers must (1) be involved in manufacturing research and (2) be available to the manufacturing community on a free or fee basis. Corporate or government manufacturing research activities with limited availability were not included nor were activities such as professional societies and trade associations which do not normally conduct research. These criteria were applied based on information provided and subsequently approved by the centers themselves. The centers are listed in order of assigned center number. Indexes by center name, affiliation, personal name, state and keywords are included. Information on each includes addresses, telephone numbers, the host organization, technical areas, and funding information.
