The widespread availability of quiet, diesel electric submarines and inexpensive mines is posing a growing threat to global access by the U.S. Navy. In response, the Navy has expanded its undersea warfare efforts and put particular emphasis on the potential for new distributed remote sensing (DRS) approaches. To assist with this effort, the former Chief of Naval Operations requested the NRC to conduct an assessment of DRS for naval undersea warfare. This report provides a clear, near-term path by which useful DRS systems can be applied rapidly to pressing naval USW problems, and by which ongoing science and technology efforts can be directed toward the most useful options. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of the front matter and executive summary.

Among its key responsibilities, the U.S. Special Operations Command (SOCOM) plans and synchronizes operations against terrorist networks. At any given moment, SOF are likely to be engaged in some state of the planning or execution of special operations in many countries around the world, spanning a wide range of environments and mission. SOF therefore must be capable of operating in environments ranging from tropical jungle to arctic, maritime to desert, subterranean to mountainous, and rural to urban. Forty years ago the Naval Studies Board was created at the request of then Chief of Naval Operations Admiral Elmo R. Zumwalt, Jr. As stated in his request to the National Academy of Sciences, he thought it important for the Navy to have an outside resource to which it could turn "for independent and outside counsel on any area of its responsibilities involving the interplay of scientific and technical matters with other national issues." Admiral Zumwalt, together with Under Secretary of the Navy Honorable David S. To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. The development of inexpensive small unmanned aircraft system (sUAS) technologies and the growing desire of hobbyists to have more and more capability have created a sustained sUAS industry, however these capabilities are directly enabling the ability of adversaries to threaten U.S. interests. In response to these threats, the U.S. Army and other Department of Defense (DoD) organizations have invested significantly in counter-sUAS technologies, often focusing on detecting radio frequency transmissions by sUASs and/or their operators, and jamming the radio frequency command and control links and Global Positioning System signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency command and control links by using automated target recognition and tracking, obstacle avoidance, and other software-enabled capabilities. The U.S. Army tasked the National Academies of Sciences, Engineering, and Medicine to conduct a study to address the above concerns. In particular, the committee was asked to assess the sUAS threat, particularly when massed and collaborating; assess current capabilities of battalion-and- below infantry units to counter sUASs; identify counter-sUAS technologies appropriate for near- term, mid-term, and far-term science and technology investment; consider human factors and logistics; and determine if the Department of Homeland Security could benefit from DoD efforts. The aim of the plan would be to outline the established requirements, objectives, current and planned research programs necessary to achieve the ultimate goals of improved environmental support to the fleet.
