Excerpt from Documentary History of Education in Upper Canada, Vol. 22: From the Passing of the Constitutional Act of 1791 to the Close of the Reverend Doctor Ryerson's Administration of the Education Department in 1876; 1869-1871 In the Public School Bill provision was made for the introduction of elementary science as a subject of study in the Public Schools, and, under its authority Regulations were proposed to be adopted by the Council of Public Instruction, fixing a high standard for the qualifications of Public School County Inspectors, so that hereafter inferior Township Superintend ents could no longer be legally appointed to office. The standard of County Examiners of Public School Teachers was also raised, so that as Examiners they would be competent to decide upon the answers made by Teachers in regard to the teaching.
