Excerpt from Economic Studies It will be obvious to the readers of this book that a considerable portion of it, though hardly to be called fragmentary, is yet not all as complete as the author, had he lived, would have made it; and that; in the last two essays at all events, there are considerable gaps which he would certainly have filled up. Obviously, too, various other essays would have been added - probably two or three between those which are appear, certainly many on subjects which would naturally have followed the last and least perfect of all the papers, that on "Cost of Production." Indeed Mr. Bagehot is known to have stated that his economics studies would have worked out into three district volumes, one of which would have been biographical. Again, no careful reader can fail to perceive that there is a certain amount of redundancy of statement in these pages, as well as omission; and this was inevitable, for in preparing his finished writings for the press, the author's practice was cut away as well as to add much, - a day which I was not imprudent enough to attempt to discharge for him. Excerpt from Economic Studies Adam smith completed the Wealth of Nations in 1776, and our English Political Economy is there fore just a hundred years Old. In that time it has had a wonderful effect. The life Of almost every one in England - perhaps Of every one - is different and better in consequence Of it. The whole com mercial policy Of the country is not so much founded on it as instinct with it. Ideas which are paradoxes everywhere else in the world are accepted axioms here as results Of it. NO other form Of political philosophy has ever had one thousandth part Of the influence on us; its teachings have settled down into the common sense Of the nation, and have become irreversible. Excerpt from The Economic Utilization of History: And Other Economic Studies The contents of this little volume consist in the main of studies which have already appeared in print. All of them have, how ever, been revised, and the greater part of the first two chapters is new. Though the studies have been written for special occa sions during the past four years, they all represent one point of view, and the last nine chapters may be considered an appli cation in the several fields of labor legisla tion, business organization, and charity, of the scientific methods advocated in Chap ters I, II, and III. In order to bring out better this continuity of thought most of the essays have been subdivided, and new titles assigned to them. Excerpt from The Postulates of English Political Economy Mr. Bagehot left behind him some materials for a book which promised to make a landmark in the history of economics, by separating the use of the older, or Ricardian, economic reasonings from their abuse, and freeing them from the discredit into which they had fallen through being often misapplied. Unfortunately, he did not complete more than the examination of two of their postulates - the transferability of labour and capital. But these he treated with so much sagacity and suggestiveness as to give us great help in dealing with the others, and I have long been anxious that what he wrote about them should be published in a cheap form, so as to have a wide circulation among students. Excerpt from Studies in Economics That the theory of Value is the beginning of economic science, and compelled me to revise all my conclusions in the searching light of that theory. Whether a practical experience is altogether helpful to clear thinking or not, may be doubtful, but it has at all events prevented me from looking for the exactly calculable movements of natural law in a many-motived society, where industrial pursuits are often ends as well as means. And whether the Austrian School, as a whole, is too deductive in its tendencies or not, no training can be too abstract for one who is, naturally and by education, too apt to lose himself in the fallacy of the particular instance. Excerpt from Economics an Introduction for the General Reader AN apology is needed for adding another to the large num ber of books that attempt to' deal with the whole subject matter of Economics in a single volume. I offer two pleas in extenuation. The first is that nearly all existing introduc tions to the subject are intended primarily for the University student. The pious wish is generally expressed that they may be of use also to the general reader; but the general reader's special needs and opportunities are seldom borne in mind. His needs are different, inasmuch as he has not the guidance of a teacher and the leisure of the student; on the other hand, his opportunities are some compensation for these disadvan tages, since he has usually a practical interest in the economic system and an experience of its working, which the academic student lacks. It seemed, therefore, worth while to try to do for the economic organization as a whole what Bagehot and Mr. Hartley Withers have done for a part of it, the credit system to explain the principles of its construction and working in the language of ordinary life, and with reference to the experience and interests of the ordinary man. While it would need a Bagehot to succeed, I hope that the mere attempt will have done something to make it easier for the general reader to perceive the bearing of economic studies on the political and social problems in which he is interested. Excerpt from The Study of Political Economy: Hints to Students and Teachers The interest which the public now manifests in economic studies led me to put the material of my lectures into a general form, in order that they might assist inquirers in any part of the country. No special knowledge has, therefore, been demanded of the reader by way of prep aration for the substance of what I have intro duced into this volume. By avoiding, as far as possible, all technical language, I have sought to make the inquiry useful to any general read er of intelligence who may be interested to know how to study political economy. But that which I have most at heart is the exten sion of instruction in political economy in all schools and colleges, and the improvement in methods of teaching the subject. I need hardly say that I shall be glad if these pages call out any suggestions by which these two objects may be furthered.
