When communism fell in 1989, the question for most Eastern European countries was not whether to go to a market economy, but how to get there. Several years later, the difficult process of privatization and restructuring continues to concern the countries of the region. The Transition in Eastern Europe, Volumes 1 and 2 is an analysis of the experiences of various countries making the transition to market economies and examines the most important challenges still in store. The past 25 years have seen a dramatic transformation in Europe’s former communist countries, resulting in their reintegration with the global economy, and, in most cases, major improvements in living standards. But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.

As used here, countries in transition must evidence the following factors: (1) the starting-point or initial state of transition; (2) the destination or the objectives pursued; and (3) the actual content of transition, i.e. the derived transformations. In-depth analyses are presented to provide greater understanding of the education policies of the countries in transition. The social, political, and psychological contexts of the education reforms are established to facilitate that understanding. The report is divided into two parts. Part 1, "Reforms, crises and transitions in Central and Eastern Europe," covers the following topics: (1) "Towards a general theory of transition" (including transition as a transformation of the social and political system, as a state of anomie, as an historical trend, and as a process of societal learning); (2) "The transition from dictatorship to democracy: models, myths and realities"; and (3) "The reforms in Central and Eastern Europe: unity in diversity." Part 2, "Transition as an educational project," speaks to the following issues: (1) "Ideological changes and educational consequences"; (2) "Strategies and priorities: four case studies" (including Hungary, Poland, the Czech and Slovak Republics, and Romania); and (3) "The education legislation of transition" (including rectification measures, modernization measures, and restructuring measures). Building on previous scholarship, this monograph conceptualizes the predatory character of corporate hostile takeovers in Russia and links it with the coercive nature of the ruling authoritarian regime. This project will appeal to scholars, graduate students, and researchers in Russian and Post-Soviet politics, capitalism, corruption, and property rights.
