"This report assesses the environmental effects of the proposed Hickory/Spring Creek Flood Control Project at three levels of detail. The most general analysis covers the study area, defined as the area adjacent to the proposed reach of flood water in Hickory and Spring Creeks with the project. Specific environmental impacts, however, are assessed at a more detailed level, the project area, defined as land contained within the reach of the 1957 flood for these creeks. The project is also analyzed at the project level, or that level of detail which includes the engineering and hydrologic aspects of the improvements" -- page II-1.
