Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of ‘de-Europeanisation’ is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. Since an extensive part of the literature has claimed that civil society has been the main igniter of change in the iron curtain countries, the bulk of the research has tried to explore this impact in various ways. The rising importance of civil society has undoubtedly influenced policies of the European Union (EU) which have been under the influence of neo-liberal and neo-Tocquevillian ideas. In congruence with such policies, EU has been trying to improve the standards of Turkish civil society to the EU's standards in order to foster Turkey as a member of the European Union. However, the results of such policies continue to be to be problematic in terms of effectiveness and consistency. Proponents of liberal theory assert that the EU policies have been the main source of change in Turkish civil society while others stress the importance of internal dynamics. This study aimed to analyze the impact of EU policies on Turkish civil society with a special focus on EU funded associations at the local level. Inspired by the methods of the CIVICUS index, it has utilized a survey to explore four dimensions of EU funded associations in Batman province. It concluded that, in contrast with the ready assumption of improving civil society in a country via external grants, the influence of such policies is heavily dependent on type of association as well as the dimension and subdimension that are desired to be improved.
