This paper examines whether the consensus reached by the late 2000s among African Union member countries and their external partners on the need to reverse the decades-long decline in spending for essential public goods and services in agriculture has begun to result inimproved levels and quality of national expenditure programs for the sector. It synthesizes evidence from 20 Agriculture Public Expenditure Reviews (Ag PERs) that have been carried out in countries in Africa South of the Saharan (Botswana, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Ghana, Guinea, Liberia, Madagascar, Mozambique, Rwanda, Nigeria, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zambia) with World Bank assistance during 2009–2015. This synthesis focuses on several measures: (1) the level of expenditures on agriculture, with particular reference to the explicit target by African heads of state in the 2003 Maputo Declaration on Agriculture and Food Security (reconfirmed in the Malabo Declaration) to allocate 10 percent of national budgets to the sector; (2) the composition and priorities of expenditures with respect to stated national strategies, evidence of impact, and sustainability; and (3) budget planning and implementation that aims to strengthen public financial management in general, and budget coherence, outputs, outcomes, and supporting mechanisms, such as procurement and audit, in particular. This paper uses Ag PERs to analyze budgetary trends across countries, identifies major expenditure issues, and synthesizes lessons regarding spending efficiency. The analysis results in evidence-based recommendations that address, inter alia, budget planning, budget execution, and monitoring for accountability; the creation of a reliable database; more effective intra-and intersectoral coordination; and the cost-effectiveness of different spending policies for meeting various objectives

Monitoring and analysing food and agriculture policies and their effects is crucial to support decision makers in developing countries to shape better policies that drive agricultural and food systems transformation. The need for agricultural ministries to have the capacity to develop appropriate policies and effectively implement them is becoming increasingly important as African countries, following on their commitment to Comprehensive Africa Agriculture Development Program (CAADP), pursue economic growth through agriculture-led development. The ministries need to take the lead in pulling together evidence based strategies and building partnerships that ensures their ownership. As donors begin to align their policies with those of governments, an increasingly large share of external support to agriculture is likely to be delivered in the form of support to budgets rather than specially implemented projects. Capacities of ministries and effectiveness public systems will have significant bearing on effectiveness and impact of investments in agriculture. This public expenditure and institutional review of Ghana's Ministry of Food and Agriculture offers insights on diagnosing limitations to and identifying strategies for improving the capacity of ministries to make effective use of human and financial resources. The review makes use a conceptual framework in which mission and functions, organizational capacity - a combination of structures, processes and resources -and organizational incentives interact to produce organizational performance. Indicative strategies are recommended that the ministry can use to generate discussions internally and developed a set a reforms that are owned. They key message is that to improve performance both capacity and incentives faced by organizations need to be addressed.

The NAGPER was undertaken to achieve four main objectives: (i) establish a robust data base on public expenditure in the agricultural sector; (ii) diagnose the level and composition of agricultural spending in the recent past; (iii) understand the budget processes that determine resource allocation in the sector; and (iv) draw preliminary policy recommendations for agriculture. These objectives are admittedly modest. At a minimum, most public expenditure reviews (PER) seek to understand the basic pattern of public spending in a sector, as well as the processes that influence spending decisions. To better contribute to policy making, many PERs also extend the analysis to examine not only the quantity of spending, but also its efficiency and impact. The scope of the NAGPER was restricted because preliminary investigations revealed that assembling and validating core expenditure data represented a major challenge in and of itself. Therefore it seemed prudent not to set out an overly ambitious set of objectives, the realization of which might be compromised by lack of data.
