Annual fish production in the Kyrgyz Republic (or Kyrgyzstan) has fallen significantly since independence in 1991. In 1991, fish production (inland and aquaculture) was estimated at more than 1 361 tonnes. By 2006, it had decreased to 71 tonnes. In the same period, more than 90 percent of state fish farms were privatized as part of the economic changes that followed the breakup of the former Union of the Soviet Socialist Republics. In February 2007, the Government of Kyrgyzstan, through the Ministry of Agriculture, Water Resources and Processing Industry (MAWRPI), requested FAO to provide technical assistance for the sustainable development and management of the fishery sector in the country. FAO, through its European Community (EC)/FAO facility for consultancy services, approved Project GCP/GLO/162/EC - Kyrgyzstan - "Development of inland fisheries and aquaculture in the Kyrgyz Republic to reduce rural food insecurity". This FAO Fisheries Circular has two main aims. First, it is intended to inform those interested in fisheries and aquaculture in Kyrgyzstan about the current situation with regard to fishery resources and their utilization in the country. Second, it attempts to provide an example of a consultative and participatory policy framework development process, which might be of use also for other countries in transition in the Central Asian region. The documents presented here are considered as final versions and cleared as such by the Department of Fisheries (DOF) of the MAWRPI. The documents are also available in Russian language from the DOF in Bishkek. The Review of capture Fisheries and aquaculture in the Kyrgyz Republic is presented in Part I of this Fisheries Circular. Part II contains the final version of the Strategy for fisheries and aquaculture sector development and management in the Kyrgyz Republic (2008-2012).

This book advances our understanding of security and its intricate interactions with geopolitics and the environment in Eurasia. Norman A. Biodiversity protection encompasses key aspects directly related to the sustainability of our food systems: BFA provides a diverse and heterogenous biological basis for diverse and resilient production systems, for the pollination of cultures, for increased diversity of food, and is strongly linked to local and indigenous knowledge on local crops and breeds acknowledged as cultural heritage. This study examines the existence of data collection, monitoring systems, and conservation initiatives as well as legislation and policies related to biodiversity for food and agriculture in the three following regions: (1) Central Asia, (2) the South Caucasus countries, Turkey, Belarus and Ukraine and (3) the Western Balkan countries and the Republic of Moldova. From this study, it appears that none of the three studied regions currently have any solid monitoring schemes for agricultural biodiversity, nor do they have a strong legal framework for protecting farmers’ rights to seeds that would allow them, amongst other things, to maintain biodiversity. Conservation actions, policies, and legislation generally concern wild biodiversity conservation (through habitat protection) and crop genetic resources conservation but rarely address biodiversity for food and agriculture or wild biodiversity loss caused by food systems. The three regional reports conducted in the framework of this study reported a general lack of capacities and a particularly low level of involvement of farmers and other food producers in monitoring, data collection, and conservation activities. The combination of these two major observations leads us to the conclusion that the governance of BFA should be transformed to put food producers at the centre of biodiversity monitoring and conservation, in dialogue with scientists and institutional actors. Their specific expertise must be acknowledged and valued in the efforts of preserving the biodiversity that they cultivate and sustain. Beyond this needed shift in the governance of monitoring activities, we highlight the necessity of a regional articulation of monitoring efforts and a specific focus on local threatened varieties and breeds (beyond habitat conservation), while very comprehensively considering BFA and wild biodiversity impacted by food systems. Regarding biodiversity protection, we recommend – in addition to farmer-centered data collection and monitoring system implementation – addressing the root causes of biodiversity loss, adopting a systematic approach in legislations, policies, and actions while supporting agroecology, and fulfilling international instruments that guarantee the rights of producers to grow and raise local varieties and breeds.

The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.

Information is provided to support the management of exotic and indigenous species in Kyrgyz fisheries and aquaculture activity. It includes an analysis of the long-term consequences of possible stocking programmes for exotic and native species and the use of cages in natural waters.
