The Freedom of Information Law allows any person to request and obtain, without explanation or justification, existing, identifiable, and unpublished governmental records, including documents, data, and video. Signed into law in New York in 1974, FOIL remains a powerful public panacea in unlocking information and maintaining vital transparency in our state government. Databases detailing public employee compensation, online viewing of highway department agreements and school district superintendents’ contracts, and text message exchanges—all disclosed and made public through FOIL requests—are now common, as the last decade has ushered in an increased demand for public information. Orzechowski guides readers through the creation of the law and the concept of open government in the twenty-first century, offering a foundational understanding of how the legislation works, who is exempt, and how the law was created for every citizen of New York State. Dozens of perspectives--from state senators to a Pulitzer Prize winner to watchdog organizations—outline the impact of New York State’s law. Orzechowski examines the drafting of current legislation to strengthen the existing law and offers perspectives from those who are confronted with the real challenges of accessing public information every day: journalists, attorneys, and citizens. This exploration of FOIL, including narrative, scholarly examination, and how-to guides, serves as a tour of a law that continues to impact residents across the state.

Many people are unaware that their actions and thoughts are being directed to suit the agendas of shadowy agencies, despite incontrovertible evidence that this is happening every day to ordinary people just like you! Fortunately, you hold in your hands a ticket to board the bus to mental freedom - with an Aluminum Foil Deflector Beanie (AFDB). The AFDB is the most effective, inexpensive and stylish way to combat psychotronic mind control. This definitive guide to aluminum foil brain shielding offers everything the budding paranoid needs to fight the nefarious forces of mind control, including easy-to-follow instructions for custom-made AFDBs for adults, children, pregnant women, pets, and plants; tips and tricks from experienced paranoids; the history and underlying theory of the AFDB; and an eye-opening guide to potential enemies (trust no one - they're everywhere!). Covering both TFT technologies, and the theory and practice of circuit design, this book equips engineers with the technical knowledge and hands-on skills needed to make circuits on foil with organic or metal oxide based TFTs for applications such as flexible displays and RFID. It provides readers with a solid theoretical background and gives an overview of current TFT technologies including device architecture, typical parameters, and a theoretical framework for comparing different logical families. Concrete, real-world design cases, such as RFID circuits, and organic and metal oxide TFT-based 8-bit microprocessors, enable readers to grasp the practical potential of these design techniques and how they can be applied. This is an essential guide for students and professionals who need to make better transistors on foil.

The appreciable evolution of the nearly teenaged branch of atomic and molecular physics called beam foil spectroscopy is clearly depicted in the present volumes, which are devoted to publication of presentations at the Fourth International Conference on Beam Foil Spectroscopy and Heavy Ion Atomic Physics Symposium. The transition from childhood to adolescence parallels human experience in that diffusion of interests and interactions beyond the confines of the original family has most certainly occurred. The pre-occupation with techniques and their develop ment has been largely replaced by interest in the physics of the widest possible array of atomic and molecular physics experiments, in which spectroscopic study (visible, UV, XUV, X-ray, electron) of collisional interactions of fast beams is the unifying theme. The description "accelerator-based atomic physics" is perhaps more representative of the subject today than is the original, beam-foil spectroscopy," since so many experiments have nothing to do with foils, and furthermore, employ spectroscopy mainly as an incidental tool. What, then distinguishes beam-foil spectro scopy from overlapping fields of atomic collisions physics? In an era where the boundaries are becoming ever more diffuse, there can be no clear definition. A good functional definition was recently conceived by Peter Erman, under the salubrious stimulus of a large Tennessee bourbon: it is the tribal experience of the community of scientists who have banded together to develop the discipline over the past dozen years, as shared at the triennial conferences devoted to it.
