Yet in the last decade the price of wheat, soya and rice have spiraled, seen by many as the cause of widening poverty gap and political unrest from the Arab Spring to Latin America. This food crisis has condemned the bottom billion of the world's population who live on less than $1 a day to a state of constant hunger. In The Reproach of Hunger leading expert on humanitarian aid and development, David Rieff, goes in search of the causes of this food security crisis, as well as the failures to respond to the disaster. In addition to the failures to address climate change, poor governance and misguided optimism, Rieff cautions against the increased privatization of aid, with such organization as the Gates Foundation spending more that the WHO on food relief. The invention of the celebrity campaigner - from Bono to Jeffrey Sachs - whose business-led solutions have robbed development of its political urgency. The hope that the crisis of food scarcity of food production can be solved by a technological innovation. New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

The developing world has made progress in reducing hunger since 2000. The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. These efforts, however, did not change neighborhood residents' food consumption practices. Retail Inequality explains why and also outlines the history of deindustrialization, urban public policy, and racism that are the cause of unequal access to food today.
