Foot-and-mouth disease (FMD) has been recognized in printed records dating from the sixteenth century, and since the eradication of rinderpest (cattle plague) in the early part of the twentieth century it has been rec- nized as the most important and feared disease of cattle and other dom- tic livestock. The beginning of the twenty-first century brought the worst outbreak of FMD ever experienced in England, which had been completely free of the disease for 33 years. This tragic epidemic, which spread to Northern Ireland, Scotland, France and the Netherlands with severe e- nomic consequences, emphasized the need for further research into better methods for the detection and control of the disease. FMD is caused by a small RNA virus which is highly contagious and can survive in meat and other animal products for long periods at normal pH levels. The virus typically infects cloven-hoofed animals, including c- tle, goats, pigs and sheep, as well as a wide range of non-domesticated a- mals in regions of the world where FMD virus is endemic, such as the Af- can continent. There are seven recognized serotypes of FMD virus, with numerous subtypes, and as a consequence vaccine production and administration is complex and a major debate surrounds every disease outbreak regarding the relative merits of vaccination as opposed to the slaughter of all infected animals.

Excerpt from Foot-and-Mouth Disease: With Special Reference to the Outbreaks in California, 1924, and Texas, 1924 and 1925 The work of suppressing the disease in the Oakland area, consist ing of Alameda, Contra Costa, and Solano Counties, was pushed so vigorously and effectively that all infected herds were found by March 22, and four days later these and all exposed herds had been killed and buried. The policy of promptly slaughtering diseased herds, cleaning and disinfecting the premises, and remunerating owners for animals and property destroyed, had proved to be so successful in former outbreaks that it was adopted without hesita tion for handling this one. With the exception of one recurrence of the disease on April 9, the. Three counties mentioned remained free from further infection. The recurrence appeared in Pinole Canyon, Contra Costa County, and was due apparently to some stray cattle that had not been found in a very broken and wooded section of the district in which the disease had previously existed. This section was immediately and thoroughly combed by range riders and every animal found run ning at large in it was rounded up and slaughtered. The last dis eased animals in that county were buried on May 15. On March 22, however, when foot-and-mouth disease had been practically eradicated from the Oakland area, it was discovered in a large range herd of cattle in Merced County, one of the important stock-raising centers of the State. Thus, overnight, conditions underwent a complete change and the State and Federal forces faced a situation more alarming than at. Any time since the disease was discovered in California.
