Women and Gender Perspectives in the Military compares the integration of women, gender perspectives, and the women, peace, and security agenda into the armed forces of eight countries plus NATO and United Nations peacekeeping operations. This book brings a much-needed crossnational analysis of how militaries have or have not improved gender balance, what has worked and what has not, and who have been the agents for change. The country cases examined are Sweden, the Netherlands, Canada, the United States, the United Kingdom, Israel, Australia, and South Africa. Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.

The military has always been an organization in which social perceptions and constructions of gender have been prevalent - it is one of the last institutions where the monopole of power has throughout rested with men (Gabbert 2007, 17, Seifert/Eifler 1999, 7). It is an organization where hegemonial masculinity and related concepts such as power, violence and hierarchy have been produced, reproduced and become institutionalized as a dominant structuring feature. To better understand sexual harassment and gender discrimination in the Army, RAND Arroyo Center researchers created profiles of active-component soldiers' most serious sexual harassment and gender discrimination experiences. This report describes the most common types of behaviors that occur, characteristics of (alleged) perpetrators, most common times and places in which sexual harassment and gender discrimination occur, and differences between high-risk and non-high-risk installations. Women's and men's experiences of sexual harassment and gender discrimination look broadly the same at high-risk installations compared with non-high-risk installations, and they do not appear to differ across high-risk installations. However, men's and women's experiences of sexual harassment and gender discrimination in the active-component Army are very different. Women are more likely than men to experience gender discrimination, repeated attempts to establish an unwanted romantic or sexual relationship, and sexual comments about their appearance, whereas men are more likely than women to be told that they do not act like a man is supposed to act. Soldiers often experience multiple forms of sexual harassment and gender discrimination; women experience more types of behaviors, on average, than men do. Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. In June 2001, there was a decidedly new look to the graduating class at Virginia Military Institute. For the first time ever, the line of graduates who received their degrees at the "West Point of the South" included women who had spent four years at VMI. For 150 years, VMI had operated as a revered, state-funded institution-an amalgam of Southern history, military tradition, and male bonding rituals-and throughout that long history, no one had ever questioned the fact that only males were admitted. Then in 1989 a female applicant complained of discrimination to the Justice Department, which brought suit the following year to integrate women into VMI. In a book that poses serious questions about equal rights in America, Philippa Strum traces the origins of this landmark case back to VMI's founding, its evolution over fifteen decades, and through competing notions about women's proper place. Unlike most works on women in military institutions, this one also provides a complete legal history—from the initial complaint to final resolution in United States v. Virginia—and shows how the Supreme Court's ruling against VMI reflected changing societal ideas about gender roles. At the heart of the VMI case was the "rat line": a ritualized form of hazing geared toward instilling male solidarity. VMI claimed that its system of toughening individuals for leadership was even more stringent than military service and that the system would be destroyed if the Institute were forced to accommodate women. Strum interviewed lawyers from Justice and VMI, heads of concerned women's groups, and VMI administrators, faculty, and cadets to reconstruct the arguments in this important case. She was granted interviews with both Justice Ginsburg, author of the majority opinion, and Justice Scalia, the lone dissenter on the bench, and meticulously analyzes both viewpoints. She shows how Ginsburg's opinion not only articulated a new constitutional standard for institutions accused of gender discrimination but also represented the culmination of gender equality litigation in the twentieth century.
