In this report the Public Accounts Committee examines DCLG and DWP's programmes to help families facing multiple challenges. In 2006, the Government estimated that there were 120,000 families in England facing multiple challenges, such as unemployment and poor housing, crime and antisocial behaviour. The estimated cost to the taxpayer of providing services to support these families is £9 billion a year, of which £8 billion is spent reacting to issues and £1 billion in trying to tackle them. In 2012, DCLG and DWP each introduced separate programmes to help these families. DCLG's Troubled Families programme, with a central government budget of £448 million, aims to 'turn around' all 120,000 families by May 2015. DWP's Families with Multiple Problems programme, with a budget of £200 million, seeks to move 22% of those joining the programme into employment by March 2015. There was no clear rationale for the simultaneous introduction of two separate programmes, which focused on addressing similar issues. The integration of the programmes at the design phase was poor, leading to confusion, and contributing to the low number of referrals to the DWP's programme. But the good practice evident in DCLG's Troubled Families programme, demonstrates how central and local government agencies can work together effectively. Data sharing is critical to identifying the families most in need of the support available. Both departments should publish, alongside details of the programmes' progress against their respective targets, details of the wider benefits and financial savings that they have identified.

Scheduled castes are those castes/races, which have been or may in future be specified in a list in accordance with Article 341 of our Constitution. The people of these castes are considered outcastes and categorized as untouchables. They remain at the bottom of social hierarchy and have been socially deprived, discriminated and exploited by the upper castes since time immemorial. This is the result of our rigid caste system which divides the Indian society into upper castes and lower castes on the basis of birth. Mythologically, the people of these castes are born impure, culturally they suffer from social disabilities and occupationally they are linked with impure occupation and above all they are exclusively dependent for their survival on the higher castes of the respective villages who have tradition bound attitudes, reflected in the nomenclature, castes etc.

Population survey is a basic component of any area-wide integrated pest management programme. Pest surveillance measures have to be practical, cost-effective and provide reliable information to action programme managers. Fruit fly trapping provides useful information on the presence or absence of the pest, and on its relative spatial distribution and abundance. However, performance and thus effectiveness of trapping systems can be affected by extrinsic factors including changing environmental and ecological conditions. Under certain conditions, fruit sampling becomes a suitable tool for population sampling. For example, at the beginning or end of the fruiting season when fewer mature fruits are still available on the trees, larvae could be more easily detected. Fruit sampling also becomes an important pest detection tool in areas where sterile flies are being continuously released and where low-density trapping is kept to avoid high sterile fly recapture rate and where traps are aimed basically at monitoring the released sterile flies.
