In her innovative study of human rights discourse, Lena Khor takes up the prevailing concern by scholars who charge that the globalization of human rights discourse is becoming yet another form of cultural, legal, and political imperialism imposed from above by an international human rights regime based in the Global North. To counter these charges, she argues for a paradigmatic shift away from human rights as a hegemonic, immutable, and ill-defined entity toward one that recognizes human rights as a social construct comprised of language and of language use. She proposes a new theoretical framework based on a global discourse network of human rights, supporting her model with case studies that examine the words and actions of witnesses to genocide (Paul Rusesabagina) and humanitarian organizations (Doctors Without Borders). She also analyzes the language of texts such as Michael Ondaatje's Anil's Ghost. Khor's idea of a globally networked structure of human rights discourse enables actors (textual and human) who tap into or are linked into this rapidly globalizing system of networks to increase their power as speaking subjects and, in so doing, to influence the range of acceptable meanings and practices of human rights in the cultural sphere. Khor’s book is a unique and important contribution to the study of human rights in the humanities that revitalizes viable notions of agency and liberatory network power in fields that have been dominated by negative visions of human capacity and moral action.

As a means to offset the risks inherent in divesting some maritime presence requirements and being challenged to ensure operational access, however, the Navy’s current efforts fall short of the requirement. Brief Historical Background The US Congressional Research Service report1 states that Al-Qaeda cells have currently been identified and have also been objectively suspected in at least thirty-four countries and their affiliated geo-political territories presently. Moreover, this same report dated September 10th 2001 released in Washington D.C. on September 13th 2001, only two days after the September 11th terrorist attacks perpetrated against America’s World Trade Center state Osama bin Laden is estimated to have inherited roughly $300- million dollars. Although some terrorist experts believe bin Laden actually has far less than this figure presently, and he is no longer reliant on his personal fortune to finance Al-Qaeda's activities, they claim that alternately he is employing a variety of both legal and illegal business endeavors as fronts for financing his terrorist activities. Over the previous six years, Al-Qaeda’s network led by, Osama bin Laden, has evolved from merely a small regional threat beginning with USW troops stationed in the Persian Gulf, into an all out global threat to international peace and perpetual human survival including a direct threat especially directed against United States citizens and United States associated national security interests. In constructing Al-Qaeda, bin Laden has assembled a coalition of disparate radical Islamicist groups comprised of a variety of ethnic nationalities, all to work towards one common goal which is in Bosnia&Herzegovina, the total ethnic expulsion of everyone non-Muslim so that only Islamist racists are left as the overall controlling influence of these future ethnically pure Islamic Muslim-inhabited lands which once were multi-ethnic as America. The world has become more interconnected over the past few decades. Against this backdrop, economic and financial contagion following adverse shocks can have a severe impact on the global economy. How systemic can the effects of contagion be? What specific transmission channels are involved? What is their relative importance? We address these questions using a multilayered global network model of contagion that simulates the impact of sovereign debt default on the global economy. We also develop a measure of global systemic risk and use bank stress testing techniques to quantify the systemic impact of the shock and the extent of contagion on the global economy. Our model shows that economic and financial contagion are highly non-linear, and many bystander economies can experience significant negative effects as the initial default is spread through the network. This suggests that many economies might be systemically more important than what conventional measures of size or openness might suggest.
