Excerpt from Gold and Silver Weighed in the Balance If the debased refuse of twenty different dynasties could be weighed in the balance by the rupee current, could not our even more unfortunate rupees be similarly dealt with? Here is a suggestion: a rupee current in those days represented a certain (i assume ascertainable) average wage of a certain number of days' agricultural labour in Bengal. What if Adam Smith's grand idea of labour as the measure of value had been seized upon, and the rupee current, our ideal coin, been made by law and custom the symbol of t/zat quantity of labour? Had that been done, the rupee current could never have de preciated any more than it could have been clipped or otherwise falsified. Only silver rupees could be thus influenced by their increasing in number more rapidly than the people among whom they are distributed. The Bengal Land Revenue might then have been fixed as so many rupees current, and as the silver rupees increas ed in number and fell in value, more and more of them would, have been - perhaps uncomplainingly - paid by the tax-payer for the more they have depreciated, the more easy of attainment they have become. The rupee current, always the symbol of so many days' work, would at all times have indicated with u'nerring justice the exact number of depreciated silver rupees due just as it did indicate the number of clipped coins necessary to compose a given sum. Excerpt from Gold and Prices Since 1873 Frewen, Nineteenth Century, October, 1885, p. 595, carries the error still further by claiming that prices change with the production of gold. One can not weigu much weight to Mr. Frewen, when he declares that capital is spent rather than accumulated in the United States, because of the heavy taxation 1 (p. Dr. Soetbeer, Materialien, p. 81, reminds us that both Huskisson and Jacob attributed the depression which prevailed in Europe after 1815 to a scarcity of the precious metals. He also mentions an interesting book by J. Helferich, published in 1843, which combated the Quantitats-theorie, and explained that credit can separate the function of a medium of exchange from that of a measure of value, and can serve as the former without affecting the latter. Most German bimetallists (excepting Dr. Arendt) agree with Messrs. Gifien and Goschen in attributing the fall in prices and the depression of trade to the scarcity of gold. But, on the other hand, Bourne, Journal of Statistical Society, June, 1879, p. 417, who denies the scarcity of gold, claims, with Mul hall, that the quantity of gold has no relation to prices. As Europe moves toward 1992 and full economic unity, and as Eastern Europe tries to find its way in the new economic order, the United States hesitates. Will the new European economic order be good for the U.S. or not? Such a question is exacerbated by world-wide changes in the technological order, most evident in Japan's new techno-economic power. As might be expected, philosophers have been slow to come to grips with such issues, and lack of interest is compounded by different philosophical styles in different parts of the world. What this volume addresses is more a matter of conflicting styles than a substantive confrontation with the real-world issues. But there is some attempt to be concrete. The symposium on Ivan Illich - with contributions from philosophers and social critics at the Penns- vania State University, where Illich has taught for several years - may suggest the old cliche of Old World vs. New World. Illich's fulminations against technology are often dismissed by Americans as old-world-style prophecy, while Illich seems largely unknown in his native Europe. But Albert Borgmann, born in Germany though now settled in the U.S., shows that this old dichotomy is difficult to maintain in our technological world. Borgmann's focus is on urgent technological problems that have become almost painfully evident in both Europe and America.
