Governance of organizations is less studied than management, yet is a key determinant of strategic vision and direction, oversight and values. An organization’s Board selects, appoints and monitors Management with which it must maintain a productive interaction with both parties understanding their different roles. International research institutions funded by variable contributions from wealthy national governments and philanthropic bodies have specific governance requirements. Neither governmental nor UN-style bodies offer prescriptions for the expertise and complexity of such legally constituted specialist organizations. In the case of such organizations as the International Livestock Research Institute within the CGIAR association, governance has been shared across different persons, bodies and forces. The sharing of such critical responsibilities worked productively when trust was high and funding was approximately aligned to the influence of the sharing parties, but otherwise it risked anomalies of imbalance between authority and responsibilities that prejudiced impact. The book traces the governance systems of ILRI across five decades of international livestock research as a case study of historical interest that can inform future structures in the international research arena.

Customary pastoral tenure and governance systems are relatively broad sets of institutions characterized by principles of collectivity, flexibility, adaptability, and multiple uses by multiple users (Davies et al. 2016; Flintan et al. 2021). These tenure systems are becoming ever more complex as livelihoods and land use diversify and as pastoralists attempt to access land and resources through mechanisms other than their customary institutions, including through privatization and formalized land certification (Flintan et al. 2021; Nori 2021). The resulting tenure systems are described by Robinson (2019) as “complex mosaics.” Alternatively, Flintan (2021) (following Niamir-Fuller 2005) refers to them as “nested” systems where regulating laws and institutions work on the basis of “territory” or “domain,” under which there is a hierarchy of nested, overlapping bundles of rights for diverse sets of users and often for the same resource. Despite these complexities, collective tenure continues to be core, ensuring pastoralist systems function well and their resilience to crises such as drought is strengthened.

Rangelands are large natural landscapes that can include grasslands, shrublands, savannahs and woodlands. They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.
