Beyond previous more simplistic approaches, this book takes a giant step towards understanding and translating into people-centered policies the actual position and complexity of fish production in Southeast Asian economies. Tackling how fi sheries and aquaculture are embedded in local and household economies and linked through dynamic supply chains to more distant, even global markets, the book makes essential policy and analytical recommendations. SEARCA and ISEAS have made a major contribution to the intellectual debate and action agenda for Southeast Asian fisheries. --Dr Meryl Williams, Chair of the Commission of the Australian Centre for International Agricultural Research.

Cambodia’s recent freshwater fishery sector reform, instigated at the top level of government, is one of the country’s most significant contemporary policy developments addressing natural resources management and rural development. Implemented in two main waves, the reforms culminated in the complete removal of inland commercial fishing lots. Yet serious problems still need to be addressed, including reportedly widespread illegal fishing, difficulties in protecting critical habitats, and competition among state agencies over resource management authority. This report summarizes the context of the recent fishery reforms, analyzes challenges and opportunities for policy implementation after the reforms, and details the outcomes of local institutional innovations in Kampong Thom Province, followed by a discussion of the implications for ongoing efforts aimed at reducing resource conflict and building livelihood resilience.

Drawing on more than 30 case studies from around the world, this book offers a multitude of examples for improving the governance of small-scale fisheries. Contributors from some 36 countries argue that reform, transformation and innovation are vital to achieving sustainable small-scale fisheries - especially for mitigating the threats and vulnerabilities of global change. For this to happen, governing systems must be context-specific and the governability of small-scale fisheries properly assessed. The volume corresponds well with the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries adopted in 2014, spearheaded by the United Nations Food and Agriculture Organization (FAO). These affirm the importance of small-scale fisheries for food security, nutrition, livelihoods, rural development and poverty reduction. The book arises from the project Too Big To Ignore: Global Partnership for Small-Scale Fisheries Research (TBTI). "A nuanced, diverse, vibrant and local-specific collection of essays – just as the small-scale fisheries around the world - dealt with by this versatile array of authors. Following on the heels of the recently adopted FAO Small-Scale Fisheries Guidelines, here is an erudite compendium which I heartily recommend to policy makers, academics and activists who wish to come to terms with the complex issue of governance of this important field of human activity." John Kurien - Founding Member of the International Collective in Support of Fishworkers (ICSF), and Former Professor, Centre for Development Studies, Trivandrum, India "Likely to become a classic in its field, this book is about small-scale fisheries and interactive governance – governance which is negotiated, deliberated upon, and communicated among stakeholders who often share governing responsibilities. The authors show that interactive governance is not just a normative theory but a phenomenon that can be studied empirically, here with 34 case studies from as many countries around the world, north and south, east and west. Such "force of example" enables the editors to put together well-developed arguments and sometimes surprising conclusions about the way ahead. A must-read for managers, practitioners, stakeholders, and students!" Fikret Berkes - University of Manitoba, Canada, and author of Coasts for People

The Southeast Asian environment has been degraded by the release of industrial and domestic wastes, agricultural and aquacultural chemicals, and pollutants from automobiles. It suffers from water-related disasters, Tsunami, floods, typhoons, etc. In order to deal with these issues an integrated approach from the inhabitants, governments and researchers is essential. The environmental threats arising from the increasing population, overuse of natural resources, industrialization, urbanization, and natural disasters present ever increasing challenges to pursuing sustainable development of the region. Many developed countries such as Japan have experiences of dealing with severe environmental pollution and this publication is the result of building an academic network among researchers of related fields from different regions to exchange information. The most important articles presented at the Second (Vietnam 2004) and the Third (Thailand, 2005) International Symposiums on Southeast Asian Water Environment have been selected for this book. This book will be an invaluable source of information for all those concerned with achieving global sustainability within the water environment in developing regions, including researchers, policy makers, NGOs and NPOs.
