The National Wildfire Coordinating Group provides national leadership to enable interoperable wildland fire operations among federal, state, local, tribal, and territorial partners. Primary objectives include: Establish national interagency wildland fire operations standards. Recognize that the decision to adopt standards is made independently by the NWCG members and communicated through their respective directives systems; Establish wildland fire position standards, qualifications requirements, and performance support capabilities (e.g. training courses, job aids) that enable implementation of NWCG standards; Support the National Cohesive Wildland Fire Management Strategy goals: to restore and maintain resilient landscapes; create fire adapted communities; and respond to wildfires safely and effectively; Establish information technology (IT) capability requirements for wildland fire; and Ensure that all NWCG activities contribute to safe, effective, and coordinated national interagency wildland fire operations. The "Guide to Wildland Fire Origin and Cause Determination" is designed for use in the field as a guide for wildland fire investigators. Accurate wildland fire origin and cause determination is an essential first step in a successful fire investigation. Proper investigative procedures which occur during initial attack can more accurately pinpoint fire causes and preserve valuable evidence that might be destroyed by suppression activities. If a fire is human-caused, the protective measures described in the guide can preserve evidence that may lead to effective and fair administrative, civil, or criminal actions. The investigation should start at the time a fire is reported or discovered. First responders play an important role in protecting evidence, so it is important for the wildland fire investigator to help train first responders to identify and protect the General Origin Area of the fire. Wildland fire investigators should impress upon firefighters, law enforcement officers and other first responders that the preliminary protection of the General origin area and any associated evidence on any wildfire is their responsibility, and emphasize to them that they are the most important link in the subsequent origin and cause determination. Not only is it important for the first responders to recognize the need for an accurate origin and cause determination, it is important that they understand how their actions, both during and following suppression, can enable a qualified wildland fire investigator to accurately determine the origin and cause.

The Wildland Fire Incident Management Field Guide is a revision of what used to be called the Fireline Handbook, PMS 410-1. This guide has been renamed because, over time, the original purpose of the Fireline Handbook had been replaced by the Incident Response Pocket Guide, PMS 461. As a result, this new guide is aimed at a different audience, and it was felt a new name was in order.

IFSTA and FPP often publish materials to help firefighters meet certification requirements, but we also acknowledge that training doesn't end with certification. Introduction to Fire Origin and Cause, 4th Edition is a manual designed to train fire fighters beyond the certification level and make them better qualified. The manual addresses key sections of NFPA® 1001 (2013 edition) and NFPA® 1021 (2009 edition) that focus on a fire service responder's responsibility to begin the process of fire investigation. This includes determining where a fire began and how it started. The manual is intended for firefighters and company officers who may be called upon to protect evidence that may be of value to an investigation or begin the investigation of the fire themselves. The manual packs a lot of valuable information into seven chapters including fire behavior, scene security, scene safety during investigation, protection and collection of evidence, fire pattern identification and analysis, and origin and cause determination.

Wildfire arson is often considered an impossible crime to solve. Likewise, offenders frequently consider themselves undetectable. Many agencies often do not have the specialist skills necessary to investigate those responsible for serial wildfire ignitions. As such, perpetrators continue to light fires with little to no likelihood of being caught. An ongoing series of deliberately lit wildfires can result in significant financial and environmental consequences and put life and property at risk. This Wildlife Arson Prevention Guide provides law enforcement, land management and fire agency investigators with frameworks, strategies and tactics—that can be adopted to address deliberate wildfire ignitions in their jurisdiction. Often this crime is automatically given to law enforcement agencies to solve in isolation, whereas a collaborative approach across key agencies has proven essential in apprehending offenders. This valuable guidebook fills a void in the literature, detailing a collaborative approach through the adoption of successful best practice investigation techniques. Many may be applicable to—and better serve—smaller rural communities, while others can be adopted in more populated wildfire-prone areas. This book recognises that some small rural agencies may have less capacity to address the issue and may need to modify the recommended methods; ideally, the text encourages the establishment of collaborative arrangements to work with larger or adjoining agencies, to help solve their serial wildfire arson cases. This book highlights successfully adopted measures that can be embraced by key agencies that have a responsibility in wildfire ignition prevention. Currently, no similar all-encompassing handbook exists to guide agencies to address this growing worldwide problem. The strategies and tactics are presented in a format that can be easily aligned to jurisdictions within countries that are at risk of wildfire. The commonly recognised motives behind wildfire arson are detailed to provide agency investigators with a background to this often-misunderstood offence. The Wildlife Arson Prevention Guide provides the tools that will help authorities to identify those responsible and result in stronger, safer communities.
