Excerpt from A Guide to Admission to the United States: Immigration Laws of the United States The Immigration and Nationality Act represents no radi cal departure from the trends which manifested themselves in earlier laws. Basically, the national origins' 'quota system is continued in effect, although emphasis is placed on the preference for selected immigrants urgently needed in the United States, provision is made for a more thorough screen ing of aliens, particularly subversives and security risks, and the grounds for exclusion and deportation are widened. In addition, restraints against immigration based on race and sex are eliminated. Procedural changes are Set up in the executive agencies to facilitate enforcement of the law. The two agencies charged with its administration are the Immigration and Naturalization Service headed by a com missioner under the over-all direction of the Attorney Gen eral of the United States and the Bureau of Security and Consular Affairs directed by an administrator under thegeneral supervision of the Secretary of State. The Servir regulates the admission of aliens at ports of entry in 'tl United States while the Bureau administers the issuance visas through its consular officers abroad. Excerpt from Immigration and Labor: The Economic Aspects of European Immigration to the United States There is no real ground for the popular opinion that the immigrants of the present generation are drawn from a poorer class than their predecessors. It is a historical fact that prior to 1820 the great maj ority of the immigrants were too poor to prepay their passage, which never cost as much as $50 per steerage passenger; the usual way for a poor man to secure transportation for himself and family was to con tract to be sold into servitude after arrival. The next gene ration of immigrants was not much better 03. According to contemporary testimony, the millions of Irish and Germans who came in the middle of the nineteenth century were ignorant and accustomed to a very low standard of living. Since the races of Southern and Eastern Europe have become predominant among immigrants to the United States, the steerage rates have been doubled, the increase being equivalent to a heavy head tax. The higher cost of transportation must have raised the financial standard of the new immigration, as compared with the immigrants of the 7o's and the early 80's. This inference is borne out by the fact that the percentage of illiteracy is much lower among the immigrants than among their countrymen who remain at home. Illiteracy is generally the effect of pov arty. The higher literacy of the immigrant may be accep ted as evidence that economically the immigrant must be above the average of his mother country. Collectors of customs shall collect, as provided in section 1 of the act approved March 3, 1903, a duty of $2 for each and every passenger, not a citizen of the United States, or of Canada, or of Cuba, or of Mexico, who shall come by steam or sail vessel from any foreign port to any port within the United States; but no duty shall be paid for such passengers proceeding in continuous transit through the United States to foreign territory, nor for those who have once been admitted to the United States and have paid the head tax who shall later go in transit from one part of the United States to another through foreign contiguous territory. Rule 2. Under the authority contained in the proviso to section 1 of the act approved March 3, 1903, the duty of $2 levied upon railways or other transportation agencies for passengers brought by them overland from foreign contiguous territory shall be collected, until otherwise provided, in accordance with the terms of an agreement between the Commissioner-General of Immigration and certain transportation companies of the Dominion of Canada, of date November 1, 1901. Rule 3. All such moneys so collected, as well as all moneys collected for rentals of exclusive privileges at United States immigrant stations, shall be deposited to the credit of the Treasurer of the United States on account of "immigrant fund," with an assistant treasurer of the United States, or national-bank depositary, in the same manner as other miscellaneous collections are reported.
