This is reflected in the new European Landscape Convention, for which: "’Landscape’ means an area, as perceived by people." The tide thus has turned towards J. B. Jackson’s view of landscape as not "a scenic or ecological entity but as a political or cultural entity, changing in the course of history." It is in this socio-political context that it becomes necessary to consider the role of power, and the importance of justice, in the shaping of the landscape as an area of practice and performance with both cultural and environmental implications. All these idioms seem to suggest that offspring resemble their parents and this also applies to criminal behaviour. This dissertation investigates mechanisms that might explain why children with criminal parents have a higher risk of committing crime. Several explanations for this intergenerational transmission have been contrasted, such as social learning (imitation of behaviour), official bias against certain families, and transmission of risk factors. Sytske Besemer investigated this in England as well as in the Netherlands. She answers questions such as: does it matter when the parents committed crime in the child's life? Do more persistent offenders transmit crime more than sporadic offenders? Do violent offenders specifically transmit violent behaviour or general crime to their children? Might the police and courts be biased against certain families? Could a deprived environment explain why parents as well as children show criminal behaviour? Does parental imprisonment pose an extra risk? This dissertation is the first study to specifically investigate these mechanisms of intergenerational continuity. The study is scientifically relevant because of its breadth, integration of conviction data as well as data on self-reported offending and environmental risk factors, its comparative design and the long periods over which transmission is investigated. Furthermore, the dissertation has important policy implications. It demonstrates how penal policy designed to reduce criminal behaviour might actually increase this behaviour in the next generation. This is especially important since Western countries such as the United Kingdom and the Netherlands show an increasing trend towards more punitive policies. Sytske Besemer studied psychology and criminology at Leiden University and at the VU University Amsterdam before embarking on a PhD at the Institute of Criminology at the University of Cambridge, UK. She has recently been awarded a NWO Rubicon fellowship to conduct post-doctoral research at UC Berkeley into intergenerational continuity of criminal behaviour, family dynamics, and the criminal justice system.

Regional Trade Agreements (RTAs) have proliferated at an unprecedented pace since the creation of the World Trade Organization (WTO). Although the WTO legally recognizes countries' entitlement to form RTAs, neither the WTO nor parties to RTAs have an unequivocal understanding of the relationship between the WTO and RTAs. In other words, the legal controversies, the result of uncertainty regarding the application of the WTO/GATT laws, risk undermining the objectives of the multilateral trade system. This research tackles a phenomenon that is widely believed to be heavily economic and political. It highlights the economic and political aspects of regionalism, but largely concentrates on the legal dimension of regionalism. The main argument of the book is that the first step to achieving harmony between multilateralism and regionalism is the identification of the legal uncertainties that regionalism produces when countries form RTAs without taking into account the substantive and procedural aspect of the applicable WTO/ GATT laws. The book calls for the creation of a legal instrument (i.e. agreement on RTAs) that combines all of the applicable law on RTAs, and simultaneously clarifies the legal language used therein. Likewise, the WTO should have a proactive role, not merely as a coordinator of RTAs, but as a watchdog for the multilateral system that has the power to prosecute violating RTAs. The author is aware that political concerns are top priorities for governments and policy makers when dealing with the regionalism problematic. Hence, legal solutions or proposals are not sufficient to create a better international trade system without the good will of the WTO Members who are, in fact, the players who are striving to craft more regional trade arrangements.
