We explore the impact of different models of scalable nutrition services embedded within a light-touch graduation program, implemented at scale in Ethiopia. The graduation program provided poor households enrolled in Ethiopia’s national safety net, the Protective Safety Net Program (PSNP), with additional livelihood programming including savings groups, business skills training and linkages to financial services. In addition, extremely poor households received a one-time livelihood grant on an experimental basis, as cash transfers or in-kind poultry grants, at a value much smaller than lump sum transfers in other graduation model programs in recent literature. The experiment compared a core nutrition model of nutrition information and sanitation and hygiene activities to an enhanced model that added more intensive nutrition messaging, supplementary feeding of malnourished children, mental health services, and a male engagement activity. Results show that interaction with health care workers and participation in community health activities increased significantly under the enhanced nutrition model, as did maternal nutritional knowledge. Nevertheless, neither nutrition model led to significant improvements in child dietary diversity or anthropometric outcomes on average. However, cash livelihood grants combined with the enhanced nutrition model reduced childhood stunting.

In this paper, we present new evidence from a randomized trial of a lighter-touch graduation model implemented in rural Ethiopia. The primary experimental arms are a bundled intervention including a productive transfer valued at $374 (randomly assigned to be cash or an equivalent value in poultry), training, and savings groups; a simpler intervention including training and savings groups only; and a control arm. We find that three years post-baseline, the intervention inclusive of the transfer leads to some increases in assets, savings, and cash income from livestock, though there is no shift in consumption or household food security; these effects are consistent regardless of the modality of the transfer (cash versus poultry). The effects of training and savings groups alone are minimal.

We study the role of a multifaceted ultra-poor graduation program in protecting household wellbeing and women’s welfare from the effects of localized droughts in Ethiopia. We use data from a large experimental trial of an integrated livelihood and nutrition intervention that supplemented the consumption support provided by Ethiopia’s Productive Safety Net Program (PSNP), conducted within a sample in which all households were beneficiaries of the PSNP. We match three rounds of household survey data to detailed satellite weather data to identify community-level exposure to droughts. We then exploit random assignment to the graduation program to evaluate whether exposed households show heterogeneous effects of drought on household food security and livestock holdings, women’s diets and nutritional status, and prevalence of intimate partner violence (IPV). We find that droughts have substantial negative effects on these outcomes, but the intervention serves to consistently moderate these effects, and for some outcomes (particularly diets and nutrition and IPV), the intervention fully protects households from any adverse drought affects. A further analysis exploits variation across treatment arms that received different program elements and suggests that the primary mechanism is enhanced household savings.

Social protection programs are primarily focused on influencing household behavior in the short term, increasing consumption to reduce poverty and food insecurity, and promoting investments in human capital. A large body of evidence across numerous settings shows that cash and food transfer programs are highly effective in doing so. However, there is growing interest in understanding the extent to which such programs can help households stay out of poverty in the longer term, specifically after transfers end. We bring new evidence to this question, re-interviewing Bangladeshi households that participated in a well-implemented randomized social protection intervention four years after it ended. We find that combining transfers, either cash or food, with behavior change communication activities sustainably reduced poverty. Cash transfers alone had sustainable effects, but these were context-specific. The beneficial impacts of food transfers did not persist four years after the intervention finished.

Poverty remains a pervasive and complex phenomenon in Sub-Saharan Africa. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

However, little attention has been devoted to the fact that, in the longer-term, the measures used to implement land reforms, especially rental restrictions, could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity by reducing scope for efficiency-enhancing rental transactions that benefit poor producers. The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world's poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. Book excerpt: The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world's poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs.
