Excerpt from International Monetary Problems and the Foreign Exchanges The arrangement of the material may require some explanation. The opening chapter is a rather extensive introduction to some of the current problems of the real world. The systematic exposition of the theoretical groundwork begins with Chapter II. This may appear as a reversal of the logical order of treatment. The reasons for adopting it were frankly psychological: it has been my experience that many readers outside a small circle of theoretically oriented economists want to see for what purposes theoretical analysis is to be used before they are willing to invest time in it. Readers who are not so inclined may just as well start with Chapter II and read the introductory first chapter at the very end. Literature references in the text are kept to a minimum; instead, I have appended an annotated bibliography. Many economists appear to believe that members of our profession ought never to offer clear and unambiguous policy advice. Those who are thus inclined will not, I am afraid, be likely to derive comfort from the following pages. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Forgotten Books uses state-of-the-art technology to digitally reconstruct the work, preserving the original format whilst repairing imperfections present in the aged copy. Excerpt from Plans for Reform of the International Monetary System It is symptomatic of the tempo with which economic matters conditions, institutions, policies, and plans - are changing nowadays that. A paper describing current plans for reform of the international monetary system calls for a new and much enlarged edition within one year. This new edition exceeds the obsolete version by 34 per cent in terms of words printed. The number of footnotes increased from 69 in the first edition to 105, or by 52 per cent, an increase which is accounted for, not by afterthoughts, but by new publications relevant to the subject. Excerpt from Money and Foreign Exchange After 1914 IN this book I have aimed at presenting a coherent account of the fortunes of the world's monetary system from the outbreak of the War up to the present time. In my two Memoranda to the League of Nations I endeavoured to give an analysis of the world's monetary problem, as it presented itself at the time when the Brussels Conference was being arranged, and one year later. Those Memoranda, however, are written for a narrow circle of experts, and are therefore in a somewhat concentrated form. To suit a wider public a broader representation of the problem is desirable, and it is particularly desirable that greater attention be paid to the course of events that has led up to the situation in the face of which the task of restbring a sound monetary system has now to be taken up. For all future time the period through which we are now living will come to form one of the most important chapters in monetary history, and it will likewise offer the richest materials on which to draw for studying the question of the effects of a misguided monetary policy. A book of the character suggested thus undoubtedly has a task to fulfil. Only the task is of such dimensions that one's powers will. Excerpt from Foreign Exchange: Theory and Practice Foreign exchange is attracting more attention than any other branch of finance. The interest evinced is universal and is no longer confined to bankers, international traders, and financial writers, as was the case prior to the Great War. The general public is showing a decided disposition to acquaint itself with the dislocation of the exchanges brought about by the conflict. Nor is this interest likely to sufi' er much abatement, since normal conditions will probably not be restored in international financial relations for a number of years to come. The author's purpose in this book is to explain the operation of the exchanges between gold-standard countries under normal financial conditions. In a subsequent volume now in prepara tion he proposes to deal with the present irregular position of the exchanges, and with exchange between a gold and a silver-standard country. It is quite impossible, however, to gain an adequate appreciation of the problem presented by the deranged condition of the exchanges unless their operation under the normal functioning of the commercial and financial machinery of the world is first thoroughly understood.
