Each year the IGF Secretariat produces a book to provide a concise yet comprehensive summary of the proceedings that take place at the annual global IGF gatherings. Included herewith are edited transcripts of all of the main sessions that took place over the four days in Baku and the reports of the workshops and other events that were submitted appropriately. The theme of the forum for the seventh meeting was 'Internet Governance for Sustainable Human, Economic and Social Development'. As per standard IGF practice, the entire meeting was webcasted and the possibility of remote participation was offered, which doubled the active participation in both main sessions and workshops and other events throughout the week. Real time transcription was also available to enhance the participatory experience for those present in Baku and around the world.

This collection of studies (the eighth by David Jacoby) covers a period witnessing intensive geographic mobility across the Mediterranean, illustrated by a growing number of Westerners engaging in pilgrimage, crusade, trading and shipping, or else driven by sheer curiosity. This movement also generated western settlement in the eastern Mediterranean region. A complex encounter of Westerners with eastern Christians and the Muslim world occurred in crusader Acre, the focus of two papers; a major emporium, it was also the scene of fierce rivalry between the Italian maritime powers. The fall of the crusader states in 1291 put an end to western mobility in the Levant and required a restructuring of trade in the region. The next five studies show how economic incentives promoted western settlement in the Byzantine provinces conquered by western forces during the Fourth Crusade and soon after. Venice fulfilled a major function in Latin Constantinople from 1204 to 1261. The city's progressive economic recovery in that period paved the way for its role as transit station furthering western trade and colonization in the Black Sea region. Venice had also a major impact on demographic and economic developments in Euboea, located along the maritime route connecting Italy to Constantinople. On the other hand, military factors drove an army of western mercenaries to establish in central Greece a Catalan state, which survived from 1311 to the 1380s.

his research reviews more than 50 Internet-specific declarations and frameworks relevant to Internet principles. These documents provided important context for UNESCO’s comprehensive Internet Study, titled Keystones for the Internet. However, it was also clear that there a need for a specific review of the declarations and frameworks from the perspective of UNESCO’s mandate. This publication fulfils this role and it shows that while each of these other documents has its own value, none of them fully meets UNESCO’s interests and mandate. It is proposed therefore that UNESCO adopt the concept of “Internet Universality” as the Organisation’s own clear identifier for approaching the various fields of Internet issues and their intersections with UNESCO concerns. Internet Universality highlights the contribution that can be made by an Internet that is based on four principles, recognised by UNESCO governing bodies. An Internet developed on these principles would be: human Rights-based; Open; Accessible to all; and governed through Multi-stakeholder participation (summarized in the acronym R.O.A.M.). This concept has relevance to the Organization’s work in many areas – including online freedom of expression and privacy; efforts to advance universality in education, social inclusion and gender equality; multilingualism in cyberspace; access to information and knowledge; and ethical dimensions of information society.
