There is a tendency for the cement user to attribute to alkali all failures occurring in these districts, if any alkali is visible in the surrounding soil. Therefore, such failures as occur in the eastern part of the United States, due to poor materials or improper methods of fabrication, are often excused in the' irrigated districts as failures due to alkali. A description of several of the structures which were examined will serve to illustrate the conditions as they exist.
