In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

Those policies, sustained over 125 years, have produced the most productive and efficient agricultural and food system in history. The U.S. Department of Agriculture (USDA) is the primary agency responsible for supporting innovations and advances in food and agriculture. USDA funds are allocated to support research through several mechanisms, including the Agriculture and Food Research Initiative (AFRI). In 2008, Congress replaced USDA's National Research Initiative with AFRI, creating USDA's flagship competitive research grants program, and the 2008 Food, Conservation, and Energy Act, known as the Farm Bill, outlined the structure of the new program. Spurring Innovation in Food and Agriculture assesses the effectiveness of AFRI in meeting the goals laid out by Congress and its success in advancing innovations and competitiveness in the U.S. food and agriculture system. Spurring Innovation in Food and Agriculture evaluates the value, relevance, quality, fairness, and flexibility of AFRI. This report also considers funding policies and mechanisms and identifies measures of the effectiveness and efficiency of AFRI's operation. The study examines AFRI's role in advancing science in relation to other research and grant programs inside of USDA as well as how complementary it is to other federal research and development programs. Food systems involve a range of activities concerning food production, processing, distribution, marketing and trade, preparation, consumption and disposal. They encompass the path of food from the farm to the dinner table, meeting the food and nutritional needs of a nation. When such systems do so without sacrificing the needs of future generations, they are referred to as “Sustainable Food Systems.” The natural and physical environment, infrastructure, institutions, society and culture, and policies and regulations within which they operate, as well as the technologies they adopt, shape these systems’ outcomes. Making food systems more sustainable is a key priority for all nations, and Sri Lanka is no exception. Food systems deliver optimal performance when the policy and regulatory environment is conducive, institutions are supportive, and a combination of agricultural research investments and an efficient extension system generates the technologies and scientific evidence required for sound policymaking and agenda setting. Further, agricultural research can generate essential findings, technologies and policies for sustainable agricultural development – across disciplines, sectors and stakeholder groups.
