This report, published jointly with Eurostat provides 61 indicators as well as a comparative analysis on Early Childhood Education and Care (ECEC) throughout 32 European countries (37 education systems). The study demonstrates the challenges facing European countries when it comes to providing quality ECEC services for the 32 million children in Europe in the age range to use ECEC services. It covers a number of specific issues important to policy-makers such as access to ECEC, governance, quality assurance, affordability, qualifi cations and training among staff , leadership, parent involvement, and measures to support disadvantaged children. Information on ECEC policy and central measures was provided by Eurydice National Units, while Eurostat has undertaken the preparation and production of statistical indicators. The reference year for all policy information is 2012/13.

L’educazione e cura della prima infanzia è sempre più considerata la fase del ciclo educativo che getta le basi per l’apprendimento permanente e per lo sviluppo della persona. La pubblicazione registra i progressi fatti dai paesi europei nelle aree qualitative chiave identificate dalla Raccomandazione del Consiglio relativa ai sistemi di educazione e cura di alta qualità della prima infanzia del 22 maggio 2019, e fornisce ai decisori politici, ai ricercatori e alle famiglie un rapido accesso ai dati comparativi internazionali e una grande quantità di esempi di politiche nazionali. La prima parte del rapporto mostra indicatori sulle aree chiave di qualità relative alla gestione, all’accesso, al personale, alle linee guida educative, così come alla valutazione e al monitoraggio. Il rapporto analizza in modo trasversale queste aree con un approccio centrato sul bambino e con una attenzione speciale alla correlazione fra le politiche attuate nelle diverse aree. L’importanza dell’inclusività nell’educazione è un altro elemento che viene considerato come parametro di alta qualità dell’ECEC in quanto è fondamentale per aumentare l’equità e l’uguaglianza della società. La seconda parte mostra il quadro nazionale con schede specifiche che evidenziano gli aspetti principali di ogni sistema di educazione e cura della prima infanzia, inclusi i diagrammi delle relative strutture. Lo studio copre un campo molto vasto, in quanto comprende non solo l’offerta presso delle strutture, ma anche i servizi domiciliari regolamentati nei settori pubblico e privato in 38 paesi europei (43 sistemi educativi) che partecipano al programma dell’Unione europea Erasmus+: i 28 Stati membri dell’Unione europea, più Albania, Bosnia Erzegovina, Svizzera, Islanda, Liechtenstein, Montenegro, Macedonia del Nord, Norvegia, Serbia and Turchia.

Data were collected using a policy questionnaire addressed to and completed by the National Research Coordinator(s) (NRC) of Chile, the Czech Republic, Denmark, Estonia, Italy, Poland, the Russian Federation and the United States. The countries that participated provide interesting illustrations of early childhood education policy in action in a range of diverse contexts. Analysis of the systemic and structural results of ECE policy at national and, where necessary, subnational levels, enables transnational comparisons in policy and systems. Key policy changes, both underway and planned, are documented. These data reveal key findings in each of the five policy areas as covered in the questionnaire and this report: public policy; delivery models and providers; participation and enrollment; quality assurance systems; and expectations for child outcomes. In particular, the study aims to provide meaningful information for countries, states and jurisdictions across the world in relation to early childhood education, mapping the systems, structures and user pathways in place, along with the perceptions of stakeholders about the system, its functioning and impact.
