El objetivo cardinal es evaluar las variables que han propiciado la formación de los regionalismos, así como analizar los elementos que conllevan a que algunas agrupaciones regionales sean exitosas y otras fracasen. Para tal efecto, este estudio se fundamenta en la Teoría de Juegos de Karl W. Deutsch, la Teoría Neoinstitucional de Sven Steinmo, así como en la Teoría del Nuevo Institucionalismo de Guy Peters.
