Some laws lay down the substantive rights of the masses and some touch upon the procedural aspect of certain laws. But it is due to lack of awareness of beneficiaries that most of the legislations are ineffective at the stage of their execution. To quell this problem, the step of generating among the masses, awareness of their rights has been recognized as the appropriate initiative. The source of power among the masses has been attributed to such awareness. India is a land of various laws on a variety of subjects. Most of these pertain to the benefits of the people. But due to the lack of their awareness for such provisions hardly yield any benefit to them.

. Renewal of Life by Transmission. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This report is the official record of an open forum on recommendations from the 1991 White House Conference on Library and Information Services sponsored by the U.S. National Commission on Libraries and Information Science (NCLIS), a federal agency charged with advising the President and the Congress on library and information policies and plans. The forum was planned to help participants and the NCLIS become familiar with the range of concerns and possibilities pursuant to the Conference and to assist NCLIS Commissioners in deciding priorities for future work. Twenty-seven representatives of libraries, information services, education, and public and human services spoke at the forum and another 32 submitted written statements. Most of the participants represented national organizations, and they commented on Conference recommendations of special interest to their organizations and what they intend to do regarding those recommendations. Access to information, libraries' participation in the National Research and Education Network, intellectual property law, preservation, education reform, and libraries as educational institutions received much attention at the forum. Other priorities included recommendations that address family literacy, the Literacy Initiative to Aid the Disadvantaged, meeting the needs of a diverse population, multicultural/multilingual programs, and the focus on children and youth through the Omnibus Children and Youth Initiative. This report contains press releases describing the conference; White House Conference Recommendations as reprinted from the Conference Summary Report; and an index of the 38 organizations whose comments are included.
