This volume contains the proceedings of the international conference "Complexity and Industrial Clusters: Dynamics and Models in Theory and Practice", organized by Fondazione Comunita e Innovazione and held in Milan on June 19 and 20, 2001 under the aegis of the Accademia Nazionale dei Lincei (founded in Rome in 1604), one of the oldest and most famous national academies of science in the world. Fondazione Comunita e Innovazione encourages research and the dissemination of knowledge about social, economic, cultural and civil issues. It promotes research and innovation related to local production systems and industrial districts, with special reference to: the interactions between large companies and SMEs (small and medium-size enterprises), the effects of industrial districts on the development and welfare of their communities and of neighbouring areas, the effects of globalisation on these local systems of productions. Fondazione Comunita e Innovazione was created in Milan in 1999. It supports studies, publications, and events, both on its own and in cooperation with corporations, research institutes, foundations, associations and universities. It also grants scientific sponsorship to research that is in line with its mission, as set forth in its by-laws. The founding member of the Fondazione is Edison (formerly Monted:son). The other subscribing members, in historical order, are: Ausimont, Tecnimont, Eridania, Accenture, and PricewaterhouseCoopers.

The international fragmentation of economic activities – from research and design to production and marketing – described through the lens of the global value chain (GVC) approach impacts the structure and performance of small and medium-sized enterprises (SMEs) agglomerated in economic clusters. The consolidation of GVCs ruled by global lead firms and the recession of 2008-09 exacerbated the pressures on cluster actors that based their competitive advantage on local systems, spurring an increasing heterogeneity, both across and within clusters, that is still overlooked in the literature. Drawing on detailed studies of different industries and countries, Local Clusters in Global Value Chains shows the co-evolutionary trajectories of clusters and GVCs, and the role of firms and their strategies in organizing manufacturing and innovation activities in the context of ongoing technological shifts. The book explores the tension between place-based variables and global drivers of change, and the possibility for territories containing such clusters to prosper in the new global scenario. By adopting insights from the GVC framework and management studies, the book discusses how the internationalization strategies of firms create opportunities as well as constraints for adaptive upgrading in clusters. Recent work has shown that universal generalisations concerning the impact of networking on the performance of industrial clusters lack credibility, highlighting the consequent need to compare the role played by business networks in a variety of regions. Using a copious range of research material examining several British regions, this volume poses a series of fundamental questions about the nature of industrial clusters and networks. Particular attention is paid to identifying the basic characteristics of a network, outlining how they evolved in key industrial clusters, and assessing their impact on industrial performance, both regionally and nationally. The industries studied include modern as well as traditional/artisanal sectors which span at least ten Indian states. They provide insights into informality, labour, inter-firm relationship (cooperation and competition), technological and organisational flexibility, and forms of supportive institutional arrangements and nature of linkages with agencies external to the cluster, among other things. It is a daunting task to build institution and infrastructure over a short time period in developing countries. But in the absence of sound institutions and adequate infrastructure, it is difficult for economic transformation to take place. An alternative is to facilitate existing industrial clusters or build industrial parks by creating an enabling environment in a limited place. This paper reviews the commonly used strategies to build effective clusters and industrial parks. Clusters and industrial parks are location specific. Because they have an informational advantage, local governments are in a better position than the central government to identify and solve the bottlenecks that affect clusters and industrial parks. As clusters and industrial parks evolve, new bottlenecks emerge, thereby requiring new solutions. This in turns calls for continuous tinkering by local governments. It is important to place local governments and business communities in the driver’s seat of local economic growth so that they can watch out for and adjust to the bumps in the road ahead.
